After 5 years of official operation of the competitive power generation market (since 1st July 2012) with positive results, starting from 2018, the MOIT shall put the competitive electricity wholesale market into pilot operation with real payment approved in accordance with Decision No. 4804. The objective of this pilot operation in 2018 is to experiment the mechanisms of the competitive electricity wholesale market by designing and implementing real payment for a part of the upstream power output purchased by power corporations. At the same time, conditions are created for the market member units to familiarize themselves with new mechanisms, train for capacity enhancement and complete information technology infrastructurefor the electricity market and human resources, complete mechanisms for the competitive electricity wholesale market expected to be implemented in 2019. It is estimated that the ceiling price for the electricity market in 2018 will be VND1,280/kWh.
The representatives of power corporations reported the progress to prepare for the competitive electricity wholesale market at the Conference. In his keynote speech at the Conference, Deputy Minister of MOIT Hoang Quoc Vuong said that in order to attain the smooth operation of the market, units of Electricity sector are required to complete the documents and statistics of the data, especially, it is necessary to organize the training work for human resources to manage and operate the market. In the process of implementation, shortcomings need to be continuously adjusted and promptly handled to officially put the market into application in 2019.
