Power supply in 2017: is it likely to be secured?

​​​​​​​How does the current deficiency of on-site generation resources  in the South impact on the general power supply situation in the country and how does EVN maintain its power system security in the year 2017? On the occasion of new year, the reporter had a dialogue with Mr. Vu Xuan Khu, Deputy Director of National Load Dispatch Center (NLDC) about these questions.

Reporter: In 2017, the power supply situation is envisaged to keep stressful, especially in the South. In order to secure the electricity supply in 2017, what preparatory measures shall EVN and the NLDC take?

Mr. Vu Xuan Khu: 

The operation plans of the national power system and Vietnam electricity market in 2017 have been considered and deliberately prepared by EVN and approved by MOIT. To this end, EVN’s subsidiaries have adequately prepared primary energy sources such as coal, oil, gas, etc. as well as taken the initiatives in their repair, maintenance plans in order to secure the highest possible availability, meeting mobilization requirements of the system. In addition, over the past years, EVN closely instructed EVNNPT to invest in upgrading the transmission network in order to enhance the transmission capacity all over the country.

Reporter: In 2017, how does NLDC develop its plans to secure transmitting electricity from the North, the Centre to the South in order to have energy balance among the three regions?

Mr. Vu Xuan Khu:

In order to secure safe and stable power supply to the Centre and the South in 2017 as well as secure safe operation of 500 kV transmission lines, EVN/NLDC shall minimize its mobilization of hydropower plants in the Centre and in the South, these plants will operate only for meeting water demand of downstream areas in order to retain operation of hydropower plants in these areas, thus we can reserve adequate capacity and electricity output in peak months in the dry season;

EVN shall take full utilization of transmission capacity of 500 kV transmission lines at all times, particularly Ha Tinh - Da Nang, Vung Ang – Đa Nang segments in order to transmit power from the North to the Centre and the South.

EVN’s power plants have been commanded to sufficiently prepare coal, oil, gas fuels for operation. Oil fired thermal generation sources will be ready for being mobilized when required by the system to meet the increasing load demand. Power transmission companies regularly monitors, inspects and remedies defects and deficiencies of the transmission network, particularly 500 kV transmission lines evacuating power from the North to the Centre and the South.

Reporter: To deal with such the envisaged power supply difficulties, what recommendations has EVN/A0 made to the relevant authorities, PetroVietnam and Vinacomin?

Mr. Vu Xuan Khu: To deal with the above-mentioned difficulties, in order to ensure the power supply security, particularly in the dry season in 2017, EVN has recommended that the MOIT should request PetroVietnam to prioritize gas supply for power generation, thus to consider declination of gas supply to low pressure households and fertilizer plants (Ca Mau, Phu My…) to reserve gas for power generation.

Media agencies in coordination with EVN shall communicate power saving theme to the people all over the country.

PetroVietnam and Vinacomin will manage to ensure sufficient coal and gas fuel supply for power generation as well as to operate safely and reliably their owned power plants.

Localities in the downstream areas of hydropower reservoirs should notify of their specific water demands in certain concentrated times, rather than spreading and prolonged times with the aim of saving and efficiently utilizing water.

EVN’s solutions in electricity supply security for 2017

- Vigorously governing and creating the best conditions for power generation subsidiaries to repair and remedy defects, testing and calibration in order to bring power units into stable operation, provide the best power in 2017, in particular power plants in the South such as Vĩnh Tân 2, Duyên Hải 1, Duyên Hải 3.

- Focusing on arranging generation and network repair works in 2016 and quarter I in 2017, so that from the second quarter of 2017 the power system will gain the highest availability level  to meet high power demand of the system, especially in summer months.

- Accumulating water to the maximum possible level for hydropower reservoirs right from late months in 2016 with the aim of ensuring power supply security in the whole dry season and satisfactorily meet water demand for downstream areas.

- Closely coordinating with PetroVietnam and Vinacomin in working out solutions for sufficiently supplying coal and gas as well as for stable operating power plants of these Groups.
