Politburo's Resolution 70 - Strategic orientation for green energy transition in Vietnam

On the morning of 30 October 2025, in Hanoi, Investor Magazine organized a workshop on "Green energy transition from Resolution 70 of the Politburo" to contribute to the dissemination and implementation of Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045. Nguyen Tai Anh, Vice President of Vietnam Electricity (EVN), attended and delivered a speech at the workshop on behalf of EVN.

Designing mechanisms to encourage investment in the green energy transition

In his opening speech, journalist Pham Duc Son, Editor-in-Chief of The Investor magazine, stated that on August 20, 2025, the Politburo issued Resolution No. 70-NQ/TW — a document of strategic importance for ensuring national energy security. The Resolution clearly states the requirement for synchronous development, diversification of energy types, prioritizing the effective exploitation of renewable energy sources, clean energy, new energy, and gradually converting energy in accordance with the country's development requirements and international commitments.

Mr. Pham Duc Son emphasized that the Politburo also identified many important solutions, such as perfecting financial, credit and tax policies to encourage the production and use of clean energy; maximize private capital and foreign investment in the energy sector; At the same time, design financial mechanisms and preferential credit packages for businesses with green energy projects, new technologies and energy storage systems.

Speaking at the workshop, Mr. Tran Hoai Trang, Deputy Director of the Electricity Department (Ministry of Industry and Trade), said: The period 2026-2030 is the last 5 years of the 10-year socio-economic development strategy 2021-2030, requiring Vietnam to have a new vision and development thinking, along with breakthrough solutions to achieve rapid and sustainable growth.

EVN proposes many solutions to implement Resolution 70

Speaking at the workshop “Green energy transition from Resolution 70 of the Politburo”, Vice President of Vietnam Electricity (EVN) Nguyen Tai Anh emphasized: In the context of the global acceleration of energy transition to respond to climate change, Vietnam has clearly demonstrated its international commitment by setting a target of achieving net zero emissions by 2050. The Politburo’s issuance of Resolution No. 70 on ensuring national energy security represents an important strategic orientation and contributes to the realization of this commitment.

According to Mr. Nguyen Tai Anh, Resolution No. 70 not only sets a target of reducing greenhouse gas emissions by 15–35% by 2030, but also emphasizes the need to transition to green, clean, and sustainable energy, increase the share of renewables, and gradually reduce dependence on fossil fuels. As a pillar corporation in ensuring national energy security, EVN identifies the implementation of Resolution 70 as both a key political task and an opportunity to improve competitiveness and sustainable development.

In implementing the directions of the Party and the Government, and in line with Power Development Plan VIII, EVN has proactively developed an energy transition strategy focusing on clean power sources such as nuclear power, expanded hydropower, pumped-storage hydropower, LNG-to-power projects, wind power, and solar power. At the same time, the Group is researching the use of green fuels such as hydrogen, ammonia, and biomass. Along with these efforts, EVN continues to invest in technological innovation to optimize efficiency and reduce emissions at its existing power plants.

In addition to developing power sources, EVN focuses on modernizing the transmission system, developing smart grids, and applying modern control and metering systems to optimize operations and reduce power losses. EVN is also expanding international cooperation, adopting new technologies such as virtual power plants (VPPs) and energy storage systems, and implementing ultra-high-voltage transmission projects to meet long-term development needs.

Mr. Nguyen Tai Anh said that EVN regards electricity saving as the call of the times. The Group has been implementing power-saving programs in a synchronized manner, promoting digital transformation in load management, and actively raising public awareness through initiatives such as “The Family Electricity Saving Program,” “Earth Hour,” and “Electricity Saving at Schools.” In addition, EVN is conducting a greenhouse gas emissions inventory and preparing to participate in both domestic and international carbon credit markets.

To effectively implement Resolution 70, Vice President Nguyen Tai Anh recommended that the Government and ministries and branches soon complete the legal corridor for new energy technologies; issue financial mechanisms, preferential credit, support businesses to access green capital; and create conditions for EVN to proactively implement key projects such as offshore wind power, ultra-high voltage grid, and expanded hydropower.

EVN Vice President Nguyen Tai Anh emphasized: “EVN will continue to promote its pioneering role in energy transition, mobilize maximum domestic and foreign resources, and synchronously deploy solutions to contribute to ensuring national energy security, reducing greenhouse gas emissions, aiming for net zero emissions by 2050 – for a green future, sustainable development of Vietnam.”
