At the meeting, Mr. Nguyen Quoc Chinh, Deputy Head of the Engineering - Production Department of EVN, shared an overview of Vietnam's electricity industry, introduced Vietnam Electricity, and discussed in detail the current regulations on the safety management of hydropower reservoirs and dams.
According to Mr. Nguyen Quoc Chinh, EVN is willing to share experiences with DESM on such issues as Construction management, safety and efficiency management of hydropower projects; Evaluation and verification of hydroelectric projects; Building up a database on safety management of dams and reservoirs; Establish and develop reservoir and inter-reservoir operating procedures; Develop a flood map of downstream areas and response plans; Perform human resources training in operating dams, reservoirs, and so on.
At the meeting, Mr. Phoukhong Sengvilay - Deputy Director of DESM and Head of the delegation expressed his impression of strict and methodical solutions in the management and operation of hydropower reservoirs by Vietnam in general and by EVN in particular.
In the afternoon of the same day, DESM's delegation carried out a discussion with Power Engineering Consulting Joint Stock Company 1 (EVNPECC1) on dam safety management, construction of downstream flooding maps and natural disaster response plans. Experts of EVNPECC1 gave a detailed response to each content raised by DESM's mission. Mr. Phoukhong Sengvilay wished that EVNPECC1's experts would advise, help and support Laos in implementing the above contents, even for hydropower projects that have not yet been built, have been newly built and have been built for a long time.
EVNPECC1 has implemented many hydropower projects in Laos. This is also a consulting unit of EVN, with a lot of experience in consulting, designing and constructing hydropower projects and providing consultancy for the development of downstream flood maps. EVNPECC1 is ready to support and give advice on the best options for DESM and the Lao Government in these areas.
