EVNNPT strives to become a leading transmission corporation in Asia

After 10 years of establishment, overcoming a lot of difficulties, the National Power Transmission Corporation (EVNNPT) has principally accomplished its targets and has been striving to be one of the leading transmission corporations in Asia by 2025. How can EVNNPT realize this vision? A reporter of the Power Magazine had a talk with Dr. Dang Phan Tuong - Secretary of the Party Committee, Chairman of the Board of Directors of EVNNPT.

Reporter: Over the past ten years, what outstanding achievements of EVNNPT you are most proud of?

Mr. Dang Phan Tuong: Over the past ten years, the national power transmission system has made remarkable progress in terms of its scale and gradual improvement in quality and technology qualification. EVNNPT has safely, continuously and stably operated the national power transmission system with the total power transmission volume of 1,184.7 billion kWh, at the average growth rate reaching 10.95% per year, together with EVN contributing significantly to the stable power supply for socio-economic development.

Up to now, the national power transmission system has extended to all provinces and cities nationwide and been connected to power transmission grids of China, Laos and Cambodia. The level of science and technology of the system is increasingly advanced with multiple circuit transmission lines, many voltage levels, 220 kV underground cables, 220 kV GIS substations, unmanned substations, computer integrated control systems, fault detection and positioning devices, online oil monitoring, SCADA systems, etc.

Reporter: It is known that the Corporation has set a target that by 2025 it will become one of the leading corporations in Asia in terms of transmission service quality. Could you share with us more about this target?

Mr. Dang Phan Tuong: EVNNPT has developed and is realizing the EVNNPT Development Strategy up to 2025 with vision to 2040, in view of the following development perspectives:

Sustainable development of the power transmission sector: The power transmission sector must take one step ahead and meet power transmission requirements of economic, political, social, national security, defense activities and the Vietnamese electricity market in a safe, continuous and stable manner.

Promoting the modernization of power transmission sector in all stages, including operation management, maintenance service, development investment, corporate governance; ready to meet development requirements of the electricity market. Upgrading and developing the power transmission system, ensuring the capacity to evacuate electricity generated from large scale renewable energy sources, raising the security and safety of power grids and the quality of power transmission services.

Promoting the application of scientific and technological advances of the industrial revolution 4.0 in all operation areas such as: Building, managing and operating the power transmission system, power transmission services, corporate governance, etc. Mobilizing all resources inside and outside EVNNPT to ensure the safe, continuous and stable power transmission with ever higher quality and reliability of electricity supply, satisfying technical - economic norms. Developing a power transmission sector resilient to climate change, securing a sustainable development and conforming to the national strategy of green growth.

Reporter: To achieve this target, the improvement of human resource quality will be a decisive factor. How has EVNNPT prepared its human resources, sir?

Mr. Dang Phan Tuong: At present, EVNNPT has built up a crew of competent managers at all levels, fundamentally satisfying the corporate demands. The Corporation's annual and long-term human resource training and development programs have been built on the basis of actual needs and seriously aimed at improving the quality of operators and technicians. EVNNPT regularly organizes training programs to foster its personnel’s professional qualification, holding conferences, seminars, workshops, and study tours inside or outside the country.

However, for the time being, the operation workforce does not have satisfactory capabilities; their limited foreign language qualification and work skills are also a major obstacle in the process of international economic integration and absorption of new technological knowledge of the world.

Along with the improvement of human resource development and training quality, the enhancement of productivity, quality and efficiency in power transmission sector, EVNNPT has kept on promoting the application of advanced, new technologies, information technology in operation areas of the Corporation. Working out solutions to overcome shortcomings and building a national synchronous and modern power transmission system on account of developing smart grids, applying advanced live line working technologies to maintenance and repair of energized power lines and transformers (live  line working), etc. all are focusing tasks of EVNNPT in the coming time.

Reporter: What are EVNNPT’s orientations for smart grid development in the future, sir?

Mr. Dang Phan Tuong: EVNNPT has established and is implementing its "Smart Grid Plan" in order to contribute to the modernization of power transmission system; improving reliability and efficiency of transmission grid operation; reducing power loss rate and increasing labor productivity. In order to achieve the above mentioned objectives, EVNNPT has deployed solutions such as improvement of grid stability, voltage stability and reactive power balance.

At the same time, remote monitoring and control should be enhanced to improve the efficiency of power transmission system. The Corporation continues to train high quality human resources, adequately qualified and capable to meet requirements of application of new smart grid technology.

Reporter: One of the current challenges is to mobilize finance for investing in expanding power grids. So what are EVNNPT’s solutions for this problem?

Mr. Dang Phan Tuong: According to the revised National Power Development Plan up to 2020, with a vision to 2030, during the period 2020 - 2020, EVNNPT's investment needs will be estimated around VND 105,000 billion, intended for construction of 270 transmission line and substation projects.

In order to mobilize such a large amount of capital, EVNNPT has made plans and will soon carry out processes necessary for arranging finance for its assigned projects. At the same time, EVNNPT has managed to balance and properly utilize its own fund to repay debts and use as counterpart fund. In addition, the Corporation has been proceeding with procedures to arrange the committed ODA loans with the World Bank, the Asian Development Bank, etc. and mobilizing domestic commercial credits.

EVNNPT is currently managing and operating:

- 7,503 km of 500 kV lines and 16,865 km of 220 kV lines

- 28 500 kV substations and 113 220 kV substations

- Total transformer capacity: 81,288 MVA
