Working with Impact Energy Asia Development Limited (IEAD) - the investor of Monsoon Wind Power Plant, Chairman of EVNNPT Member Board Nguyen Tuan Tung wished that IEAD would regularly exchange information with EVNNPT on the plant’s implementation progress, as well as Monsoon - Thanh My 500kV transmission line (in Laos) and Monsoon 500kV substation.
Monsoon Wind Power Plant Project with a total capacity of 600MW was built in Southeast Laos, located about 22km from Laos - Vietnam border, implemented according to the Memorandum of Understanding between the Government of Vietnam and the Government of Laos, aimed at importing renewable power sources from Laos to Vietnam. This is the first wind farm project in Laos and one of the largest wind power projects in Southeast Asia to date, with the goal of commercial operation (COD) in the second quarter of 2025.
The working session between EVNNPT and IEAD
The project is transmitted to Vietnam via a 500kV dual-circuit transmission line from the Monsoon 500kV substation (Laos) to Thanh My 500kV substation (Quang Nam, Vietnam), of which the length of the transmission line in Laos is 22km long (invested by IEAD), in Vietnam is 44km (invested by EVN, and managed by Power Project Management Board 2). In addition, this line also transmits the capacity of the Xekong (3A, 3B, 5) and Xekaman (2A, 2B) hydropower plants clusters invested by Phongsubthavy Group (Laos) to the Monsoon 500kV substation with a total capacity of about 870MW.
This is the first 500kV transmission line linking Vietnam's transmission grid with other countries. In order for the line to connect to Thanh My 500kV substation managed and operated by EVNNPT, EVNNPT is implementing a project to expand the bay and renovate Thanh My 500kV substation (deployed from September 2021 and strives to complete it on December 2024).
Also in Vientiane capital, the delegation had a working session with Phongsubthavy Group - the investor of Nam Sum Hydropower Plant cluster and many other power plants in Laos.
Phongsubthavy Group (PGC) and Vietnam Electricity have signed 07 Memorandums of Understanding on the electricity import from 26 hydropower plant projects from Laos to Vietnam; In which, 14 power purchase agreements have been signed with a total capacity of 471MW and are submitted to the Government of the two countries on the electricity importing policy with a total capacity of about 1,000MW.
The working session between EVNNPT and PGC
According to the leader of EVNNPT, in 2022 and the following years, Vietnam will increase electricity imports from Laos. Currently, EVNNPT is deploying the Nam Sum - Nong Cong 220kV transmission line (in Vietnam) with a scale of 2 circuits, about 130km long. The project commenced in December 2021 and is expected to be completed in April 2023.
To speed up the construction progress of the Nam Sum - Nong Cong 220kV transmission line project, ensuring the synchronization with the power generation progress of the Nam Sum Hydropower Plant cluster, EVNNPT Chairman Nguyen Tuan Tung suggested that Phongsubthavy Group actively exchange information, coordinate and support EVNNPT to work with People's Committees of Nghe An and Thanh Hoa provinces to solve difficulties and problems in compensation and site clearance and procedures for forest use purposes conversion in these provinces to complete the project on schedule.
