The project is implemented under the direction of EVN regarding taking over and making investment to supply power to An Binh island (Small island), Ly Son district, Quang Ngai province. Accordingly, phase 2 of the project is implemented to increase power output from renewable energy resource, ensure uninterrupted and stable power supply in 24 per 24 hours to the Small Island, meet the power demand for household consumption and socio-economic development of the island, ensure social security, poverty reduction, intellectual standard’s improvement and promotion of socio-economic development and island security.
Phase 2 includes: 1 solar photovoltaic battery systems (Solar PV) with a total capacity of 96 kW, 1 energy storage system with a total capacity of 9,600 Ah-48V, 1 set of PV battery charger-eliminator controller + battery integrated with automatically switching function for diesel generator and one house for equipment installation. The total investment is VND 10.7 billion. The implementation period is in the period 2016-2017.
According to the survey conducted by the consulting unit, there are 87 households with a total of 387 people living in the island and using power for daily living activities, irrigation and tourism services (restaurants, home-stay services). The peak hours of power consumption is from 10.00 to 12.00 (pumping and household consumption) and from 19.00 to 20.00 (for household consumption). The peak load currently reaches 36 kW with consumption averaging 238 kWh per day.
The power project to supply power to An Binh island after completion of both phases will be operated as a diesel solar hybrid power system (DSHPS) working in independent power system model (off-grid system).
During the daytime, power from the solar power system will be supplied to the loads and the batteries. During the night time, batteries will be discharged to supply back to the system. This is the first off-grid solar energy project approved by EVNCP and also the first solar project managed and implemented by the Central Rural Energy Management Board (CREB).
