According to Decision No.2081/QD-TTg dated 08/11/2013 of the Prime Minister, the Vietnam Electricity has been assigned to be the investor for 23 rural power projects with total investment of over VND 11,700 billion, consisting of over VND 10,000 billion from the State budget and over VND 1,700 billion as EVN’s counterpart fund.
Financial allocation needed to accelerate the rural power projects
Under the Program of Supplying Power to the Rural, Mountainous and Island Areas during the period 2013-2020, the people do not have to bear any costs for their power connections. The people in the region benefiting from the project are expecting to use electricity as soon as possible.
However, it is challenging to disburse the capital in a timely manner. Each year, projects of rural power supply need about VND 2,000 billion from the State budget, but in 2016 the disbursed amount is just VND 110 billion. In order that the Rural, Mountainous and Island Power Supply Program is implemented to meet the goal set by the Party and the State, the state authorities should arrange the capital to fund these projects at the earliest.
In addition, the annual allocated amount needs to be disbursed within the planned year, whilst the investment preparation procedures must be approved by the Ministry of Industry and Trade. In order to facilitate the investors, it is recommended that the Ministry of Industry and Trade should authorize the investors to approve the next steps after finishing the feasibility study. At the same time, the provincial People’s Committees continue to steer the relating departments and units to coordinate and facilitate in the activities of compensation and site clearance and hand over the sites for the power companies to deploy the project, ensure the required progress.
