Stoppage of Ninh Thuan Nuclear Power Project Does not Affect the Security of Power Supply

On November 22, the National Assembly XIV ratified the policy to stop  the Ninh Thuan nuclear power project (project). In the same afternoon, the Government Office held a press conference to announce the relevant contents related to the stoppage of this project.

Economic conditions not appropriated  

At the press conference, Minister, Chairman of the Government Office Mai Tien Dung said: the project was ratified by the National Assembly for investment in accordance with the resolution No. 41/2008/QH12 on November 25, 2009.

The stoppage of the project execution is not due to the technology but the economic conditions of our country today.

In particular, the macro-economic development of Vietnam has experienced many changes compared to the time the decision of the project investment was made. The local balance of power-saving, the interconnection for power trading with the neighbouring countries are expected to be enhanced in the coming period and especially the potential renewable energy sources such as wind, solar becomes economically feasible due to the fact that production costs of these energy sources have been decreased significantly in the last 5 years.

On the other hand, our country needs huge sources of  capital to develop synchronized and modern infrastructure projects,  creating a driving force for socio-economic development of the country, as well as  solving the problems caused by theclimate change.

Solution to ensure electricity supply to 2030

Minister Mai Tien Dung added: The stoppage of the project does not affect the security of the electricity supply due to the possible addition of other power sources to the system as the sources of coal-fired thermal power, renewable energy,  liquefied natural gas (LNG), as well as enhanced measures to buy power from neighboring countries especially from Laos.

In the period from now to 2030, Vietnam considers to replace the Ninh Thuan nuclear power plants with the coal-fired thermal power plants of state-of-the-art, advanced and environment-friendly technology and the gas turbine power plants using imported LNG  with a total capacity of about 6,000 MW, which ensures replacement of energy produced by Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants, .

For the period after 2030, the coal-fired thermal power and imported LNG sources will be reasonalbly developed; renewable energy sources such as wind power and solar power, measures for energy saving and energy efficiency through restructuring the economy towards green production with environment-friendly technology will be sped up; interconnection and power trading with neighboring countries will be enhanced.

Effective use of existing resources  

The Government will direct the implementation of measures to maximize the use of the infrastructure that has been invested in the scope of the Project to serve the local socio-economic development. The nuclear power human resources that have been trained for the Project can be used in the field of the atomic energy application for the sake of peace purposes as well as in the thermal power plants and the thermal power project management boards of EVN.

With respect to expenditures made by the ministries and local authorities related to the project, the Government will direct to reflect them according to the authorization settle according to the authority. At the same time, the Government will also discuss with the Governments of the Federation of Russian and Japan to use the results achieved during the preparation of the project investment.

For the relationships with partners: Although the Japanese and Russian partners felt regret about the stoppage of the project, they still appreciated the friendship and expressed sympathy and respect to the decision of Vietnam .

The Government of Vietnam confirms that the stoppage of the project do not affect the overall strategic partnership with the Russian Federation and comprehensive and extensive partnership with Japan.
