Difficult to "power mountainous areas"
Ch'Ơm is one of the most difficult communes in the poor district Tay Giang. There are 8 villages in Ch'Ơm commune with about 380 households, where mostly Co Tu ethnic minority people reside. The commune is located in the westernmost part of Quang Nam province, adjacent to Laos. The distance from Tam Ky town to Ch'Ơm commune is about 250 km and from the district center nearly 60 km. The transport infrastructure is in very poor condition, with many streams and mountain passes, many steep road sections with constant landslides and completely isolated whenever heavy rains occur.
Due to the complicated and isolated geographic location, with very poor road and traffic condition, dispersedly located villages of tens of kilometers far from one another, it is very challenging to invest in expanding the national power grid which requires quite a large investment rate.
According to Mr. Vu Duy Tinh - Head of Investment Management Department of Quang Nam PC, the project to electrify Ch'Ơm border commune consists of two sections: The first section to electrify Tr'Hy commune is invested and owned by Quang Nam Industrial Project Management Board under the Department of Industry and Trade . This section is 20 km long, from the medium voltage line in Lang commune to Tr'Hy. The second line from Tr'Hy medium voltage power line to Ch'Ơm commune is invested by Quang Nam PC under authorization of the Central Power Corporation (EVNCPC).
Facing difficult and complicated terrain conditions, the Company regularly monitored and closely cooperated with contractors in solving arisen problems. At the same time, contractors were requested to elaborate their construction plans which clearly stated solutions and measures to control schedule and quality, attaching importance to solutions of transporting and transferring materials and equipment and human resources to villages.
The project also encountered difficulties in compensation and site clearance because it required land acquisition in many communes, many areas of cultivating trees of economic value, some households in other communes who were not directly benefited from the project did not agree to donate their lands and trees.
Facing this situation, Quang Nam PC actively coordinated with the People's Committees of Tay Giang district and Tr'Hy, A Xan and Ch'Ơm communes to organize public consultation meetings in order to inform the State's policy and encourage local people to voluntarily take part in the project.

Along with the electricity supply to Ch'Ơm, Quang Nam Power Company has installed power meters for every household and furnished basic electrical equipment such as electrical panels, circuit breakers, sockets, light bulbs free of charge for 108 households in Cha Noc and A Tu 2 villages.
According to Mr. Nguyen Van Minh, Director of Dong Giang Power Department, the Youth Union of the Department has been assigned to undertake the project. The Youth Union organized two times of implementation, 12 youth union members were involved in the project each time. Workers voluntarily worked even at weekends. After Quang Nam PC powered Ch'Ơm commune, Mr. Bríu Nhêêl - Secretary of Cha Noc commune party cell said that all the houses in the village were lightened by electric light, delighting all the villagers. The power sector is so great to power Ch'Ơm, a remote and isolated commune with difficult and complex road and traffic conditions.
Nearly 100% of households in the village purchased TVs thanks to knowing in advance that they would have access to electricity. Children get electric lighting to better study. In the village, some young people learn electric welding.
For residents in Ch'Ơm border commune, a brighter new day has come. As for Quang Nam Power Company, the project completion is just the beginning of the journey to "power mountainous areas" with many challenges ahead. Workers of Quang Nam Power Company will keep on crossing mountains, suffering harsh weather conditions to protect, operate the project, and maintain power supply for every household.
Ch'Ơm power supply project:
Scale: 22 km of medium voltage line, 3.1 km of low voltage line, two 75 kVA substations, 108 meters to supply power for people in Ch'Ơm commune.
Total investment cost: VND 33 billion.
Commencement date: August 15, 2016.
First energizing: May 19, 2018.
Energizing the whole project: July 20, 2018.
