The high voltage and medium voltage power grids of Vinh Phuc PC have been operated automatically by the Remote Control Center, contributing to effectively reducing the power loss rate.
Vinh Phuc province has a high load growth rate while the budget of the power sector for investment in construction and overhaul is limited. Consequently the power grids in many areas operate in full load with local overloads and resulting in high power losses. In addition, there still exists 10 kV voltage level in the power grids of the province with a wide range of power supply, which also increase power losses.
Mr. Phan Thanh An, Deputy Director of Vinh Phuc Power Company (Vinh Phuc PC), said that in order to gradually reduce the power loss rate, the Company has implemented synchronously many solutions from construction – investment to operation – management ones, with special attention paid to the application of scientific and technological advances.
At present, the Remote Control Center of the Company is controlling 4 out of 7 unmanned 110 kV substations. By the end of 2018, the Company will complete remote control of the remaining 3 substations. In addition, the Mini SCADA system remotely controls 86/86 nodes on the medium voltage grid. Power grid parameters will automatically be transmitted to the Remote Control Center, which serves the grid operation in real time. When a grid incident occurs, the operator will capture the information immediately, position the incident with intelligent software and distantly perform control, switching on/off of equipment at all times.
The automation of power grid allows the operator to grasp, identify and diagnose grid incidents, and thereby providing timely remedial solutions to reduce power cutout durations for customers, save generation costs, improve labor productivity, as well as contribute to reducing power losses.
Vinh Phuc PC has applied a software system to calculate losses on the medium and low voltage power grids as a basis for comparison and identification of power losses (commercial losses or technical losses) in each area, from which to come up with appropriate solutions.
In addition, the Company has also installed electronic meters; building an automatic data acquisition system, effectively exploiting the remote meter reading system at boundary measurement points and dedicated substations of customers. Up to July 2018, Vinh Phuc PC has installed 100% of three - phase three -tariff automatic reading electronic meters at boundary measurement points and dedicated substations; thereby, timely detecting incidents related to the measurement system, controlling load situation and phase offset operation at substations, so that adjustments can be made promptly to enable the power grid to operate economically and to reduce power losses.
With the goal of reducing the power loss rate to 3.2% by the end of 2020, Vinh Phuc PC will keep on accelerating the implementation schedule of investment projects, enhancing the application of scientific and technological advances according to the approved roadmap to complete the tasks assigned by the Northern Power Corporation.
