The scope of application of the Decision is Competitive Generation Electricity Market participants. As for the Competitive Wholesale Electricity Market under pilot implementation in 2016, electronic documents and digital signatures will be applied to endorse documents such as daily payment/settlement statements of electricity market, monthly payment statements of electricity market, monthly event confirmation statements of electricity market, monthly generation output discrepancy summary statements, price offers in electricity market, and hour-based, monthly and yearly contracted generation output confirmation statements.
Vietnam Electricity, power generation corporations, generators, power corporations, National Transmission Power Corporation, National Load Dispatch Center, and Power Trading Company are responsible for registering digital signatures and setting up computer systems to store electronic documents in accordance with legal regulations on electronic document storage.
National Load Dispatch Center shall instruct these organizations to use digital signatures in confirming documents as regulated in Article 1 of this Decision.
The Decision comes into force from April 1, 2016.
