    • On October 3, 2011, Vietnam Electricity (EVN) issued Decision No. 959/QD-EVN on the promulgation of the Regulation on functions and responsibilities of the departments under the EVN Headquarters.

      On March 25, 2013, EVN issued Decision No. 240/QD-EVN on the establishment of the Capital Investment Management Department.

      On March 29, 2013, EVN issued Decision No. 275/QD-EVN on the establishment of the Safety Department.

      On April 23, 2019, EVN issued Decision No. 505/QD-EVN on the consolidation of the departments and advisory offices of the EVN Party Committee with the professional departments of the EVN Headquarters that have overlapping functions and responsibilities.

      On April 24, 2023, EVN issued Decision No. 349/QD-EVN on the termination of the consolidation of advisory departments of the EVN Party Committee with the professional departments of the EVN Headquarters in charge of similar functions and responsibilities. At the same time, EVN also issued Decision No. 347/QD-EVN on the promulgation of the Regulation on the functions and duties of the Office and professional departments under the EVN Headquarters. This Decision replaced Decision No. 1605/QD-EVN dated November 18, 2021, regarding the Regulation on functions and responsibilities of the Office and professional departments under the EVN Headquarters.

      On June 3, 2025, EVN issued decisions on the establishment and dissolution of certain departments to restructure and streamline the advisory and support apparatus at the EVN Headquarters.

      On June 4, 2025, EVN issued Decision No. 739/QD-EVN on the promulgation of the Regulation on functions and responsibilities of the Office and professional departments under the EVN Headquarters. This Decision replaces Decision No. 347/QD-EVN dated April 24, 2023, of the President & CEO of EVN on the promulgation of the Regulation on functions and responsibilities of the Office and professional departments under the EVN Headquarters.

      • Office

      Advising and assisting the Board of Directors and the President & CEO in managing and administering document administration, archiving, and digital office procedures across EVN; oversees administrative management, reception, planning, financial accounting, and transportation services for the EVN Headquarters; coordinates general affairs and provides direct support to the Executive Managements; organizes medical examination and healthcare services for the EVN Headquarters staff and dependent accounting units working at the EVN Tower; manages assets, operates, and conducts business activities related to the EVN Tower.

      • Organization and Human Resource Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering organizational structuring, enterprise innovation and development, personnel affairs, human resource development and training, labor, salaries, healthcare, occupational hygiene, emulation, and commendation.

      • Corporate Planning Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering areas related to development strategy, annual and long-term planning, power system planning, and summarizing and statistical reporting of EVN’s operational results.

      • Financial and Accounting Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering financial and accounting activities, equitization processes, capital contribution, adjustment of contributed capital, and the transfer of EVN’s capital shares.

      • Inspection and Supervision Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering the following areas: inspection and supervision; handling and resolution of complaints, denunciations, petitions, and feedback; anti-corruption, anti-wastefulness, and anti-negativity; security affairs; and national defense issues.

      • Legal Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering legal affairs in the Group, addressing legal matters related to the operations of EVN, and protecting the lawful and legitimate rights and interests of EVN.

      • Communications and Corporate Culture Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering tasks related to information and communication, brand management, corporate culture, and internal communications of EVN.

      • International Relations Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering tasks related to international relations; promoting programs and projects in cooperation with foreign partners; and coordinating the mobilization of funding sources from global financial institutions and development banks.

      • Technical and Safety Department

      Advising and assisting the Board of Directors and the President & CEO in the management and administration of the following areas: (i) Management of technical operations, production, operation, and maintenance of power sources and power grids, as well as technical issues related to the development of EVN’s power system; (ii) Matters related to EVN’s functions, responsibilities, and participation in the electricity market (generation, competitive wholesale and retail electricity) concerning technical aspects, system operation, and effective management of EVN-owned power plants; (iii) Safety-related activities, including occupational safety; protection of electrical infrastructure safety and electrical safety; fire prevention and fighting, rescue and emergency response; natural disaster prevention and search and rescue; radiation safety, nuclear safety; and traffic safety.

      • Power Business and Trading Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering activities related to power, rural electrification, and customer services, as well as EVN’s power trading from various types of power sources.

      • Environment and Sustainable Development Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering environmental protection, climate change adaptation, greenhouse gas emissions reduction, energy transition, and sustainable development promotion.

      • Science, Technology, and Digital Transformation Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering activities related to the development of science and technology; dedicated telecommunications and information technology; automation and control systems; ensuring cybersecurity and information safety; standardization; digital transformation and innovation to support the operation and business activities of the Group.

      • Construction Investment Management Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering construction investment activities from the preparation stage to commissioning and putting the project into operation (excluding contractor selection, disbursement, payment, and settlement of investment capital for completed projects, and specialized environmental reports); norm-setting, unit pricing, cost estimation, and policy regimes in investment and business activities of the Group.

      • Procurement Management Department

      Advising and assisting the Board of Directors and the President & CEO in managing and administering bidding activities in the fields of development investment and procurement funded by operating expenses.
