Reporting at the working session, Mr. Vu Thanh Hai, Director of Vinh Tan 4 Thermal Power Plant, said that as of August 20, 2026, the total electricity output of Vinh Tan 4 Thermal Power Plant, including the Vinh Tan 4 Expansion project, had reached 6.017 million kWh. Although all three generating units have maintained full availability to meet the power system’s dispatch requirements, the current operating regime has also created certain operational challenges, particularly regarding the frequency of unit ramp-ups and ramp-downs.

Regarding fuel supply security, Vinh Tan 4 Thermal Power Plant and Coalimex - the sole supplier of all imported coal for the plant in 2027 - have reached important agreements. The two parties agreed to maintain the same stringent technical standards applied in 2026 for moisture, ash content, sulfur content, and Na₂O content, thereby ensuring boiler performance and compliance with environmental standards.

In addition, Coalimex has committed to maintaining a minimum safe coal inventory of 400,000 tonnes during the dry season and 300,000 tonnes during the remaining months of the year. The company will also establish an early-warning mechanism and an emergency reporting system at the Group level to ensure the timely coordination of coal supplies.

Based on proposals from the plant’s management, EVN will accelerate its appraisal process to arrange and supplement working capital, helping the plant maintain its payment capacity and ensure the continuity of the fuel supply chain during the remaining months of 2026. EVN will also closely assess actual operating conditions to develop appropriate repair cost norms for 2027, while considering options to upgrade the water supply infrastructure or invest in a new pipeline to support long-term operations.

Earlier, EVN and TKV leaders conducted on-site inspections of the ash and slag storage yard, the coal receiving port, and the coal inventory management system. The delegation recognized and highly appreciated the plant’s efforts, noting that it had safely received 49 vessels carrying a total of 3.12 million tonnes of imported coal, successfully handled vessel unloading during the peak dry season, and maintained a high level of safe coal inventory at 548,000 tonnes.
