Ministry of Industry and Trade Issues Circular on Operation of Competitive Wholesale Electricity Market

On 02 June 2026, the Ministry of Industry and Trade issued Circular No. 29/2026/TT-BCT regulating the operation of the Competitive Wholesale Electricity Market.

The Circular provides regulations on the operation of the Competitive Wholesale Electricity Market (hereinafter referred to as the electricity market), including the main contents relating to registration for participation in the electricity market; preparation of electricity market operation plans; bidding mechanisms; dispatch scheduling mechanisms; electricity metering in the electricity market; determination of market prices and payment calculations; information disclosure; monitoring of electricity market operations; and the responsibilities of entities participating in the electricity market. The Circular also stipulates the scale of large electricity consumers participating in direct power purchase arrangements.

The Circular applies to electricity wholesale units, power generation units, the system and market operator, electricity transmission units, Vietnam Electricity (EVN), and large electricity consumers participating in the direct power purchase mechanism.

The Circular shall take effect on 20 July 2026.

Clause 2, Article 1 and Clause 51, Article 3 of this Circular shall take effect from the date of signing and promulgation of the Circular.

Circular No. 16/2025/TT-BCT dated 01 February 2025 of the Minister of Industry and Trade regulating the operation of the Competitive Wholesale Electricity Market, and Circular No. 36/2025/TT-BCT dated 03 June 2025 of the Minister of Industry and Trade amending and supplementing a number of articles of Circular No. 16/2025/TT-BCT dated 01 February 2025 regulating the operation of the Competitive Wholesale Electricity Market, are hereby repealed.
