Mr. Nguyen Van Minh, Director of Hoa Binh hydropower company said that since its commissioning (1988) to the present, the Hoa Binh reservoir has controlled more than 100 floods with peak discharge of 5000 m 3 /s, especially the flood in 1996 was the highest one that Hoa Binh reservoir could control with the water discharge to the reservoir up to 22,650 m3 /s (Hoa Binh reservoir accommodated more than 9,000 m3/s and discharged downstream only 13,000 m3/s). As a result, the water level in Hanoi did not exceed the threshold of danger.

To prepare for the work of disaster prevention, search and rescue, for the operation of the reservoir, the company always strictly follows the operational procedures as approved by the Prime Minister and ensures safety for downstream areas during the flood season. At the same time, the company cooperates with the owners of the dams on the Da river system to operate the reservoirs as cascade and provides information on the operation of the reservoir during the rainy and flood season.
To coordinate closely with the Steering committee for disaster, search and rescue and with the Son La hydropower company to check and monitor the natural flow of the downstream area of the dam before, during and after the flood discharge, ensuring the safety for the headworks and mitigation of disaster caused by flood and storm.
In particular, the company regularly follow up the results of monitoring the speed of dam displacement, water pressure, water pressure dynamics, pressure in the body and foundation of the dam, the permeability level of the works, etc.
