This is an important event, marking major progress in the application of advanced science and technology in the power system operation and confirming that Vietnam power sector can not only keep up with the power sector of in the ASEAN countries but also achieve the equal level of the advanced countries in the world.
Previously, the information systems of the National Load Dispatch Center (A0) and of the regional load dispatch centers (A1, A2, A3) were the independent systems with the equipment coming from many suppliers and operated over 10 years. The control of the power system was done with manual method via telephones or computers by the dispatchers. At the moment, all the systems are integrated and are decentralized from the national level to the regional level, the exchange of data is therefore accurate and timely. In addition to that, the national load dispatch center is designed with a backup system. They are installed at the two different locations to ensure the highest safety and security. At the same time, the system has the ability to store data at the main center and at the backup center of all the operational information of the power system in a long period of time.
Some advantages of the new control system are as follows:
- Capable of sending capacity control signal of each generating unit in the power system from the control room of the National Load Dispatch Center.
- Assess and stimulate the assumed fault situations based on the latest actual operating mode.
- Acquire information on the maintenance plan of equipment in the system and issue a maintenance plan.
- Endorse and suggest the parameters, the actual operational status of the power system.
- Assess the level of power system security and potential faults of the generating units.
- Train and coach operating engineers, maneuver troubleshooting in operating the power system.
With premium functions listed above, the operation of the power system and the power market transactions become easier due to the quickly updated actual information of the system, effectively supporting the assessment, supervision and forecast of the load demand. It enables to schedule the mobilization of the generating units to meet the load demand of the customers in an accurate, timely and relevant manner via offers and compliance with the market rules "cheaper to be purchased, dearer to be postponed”.
Together with the application of science and technology that has been implemented in the power sector such as unmanned substation, hot line maintenance, electronic meters for customers…, the operation of a new Control Center for the power system and the power market confirms the certainty in the investment of high technology application, efficient and relevant with the actual condition of the Vietnam power system of Vietnam Electricity. In the future, many new technologies will be further improved and applied throughout the EVN, which aims to improve the quality of power supply and reliability, safety, efficiency in the operation of the power systems.
