According to Resolution No. 21/2026/NQ-HDND of the People's Council of Bac Ninh Province dated July 16, 2026, providing for the policy on financial support for households installing self-produced, self-consumed rooftop solar power systems and battery energy storage systems in Bac Ninh Province for the 2026-2030 period, the conditions for receiving installation support include: the total rated capacity of the installed photovoltaic panels must be 1kWp or more for household rooftop solar power systems (excluding the battery energy storage system); the total storage capacity of the installed battery energy storage system must be 2kWh or more for battery energy storage systems installed concurrently with household rooftop solar power systems.

In addition, households must have a notification of development or a certificate of registration for the development of a self-produced, self-consumed rooftop solar power system in accordance with regulations; undertake to operate and use the household rooftop solar power system for its intended purpose for a minimum period of three years from the date of receiving the financial support; undertake responsibility for electrical safety, fire prevention and fighting, structural safety of the works, environmental protection, and the management and disposal of equipment after use in accordance with the law; and ensure that the household rooftop solar power system is completed and put into operation after this Resolution takes effect.

Households meeting the eligibility conditions shall receive installation support of VND 1 million per 1kWp of the total rated capacity of the photovoltaic panels installed in the system, but not exceeding VND 3 million (in cases where no battery energy storage system is installed). Where a battery energy storage system is installed concurrently with the household rooftop solar power system, in addition to the above support, households shall receive an additional VND 1 million per 1kWh of the total storage capacity of the battery energy storage system, but not exceeding VND 3 million. The total financial support shall not exceed VND 6 million.

Each detached house with an address stated on the Certificate of Land Use Rights and Ownership of Assets Attached to Land shall be eligible for financial support only once during the period in which this Resolution remains in effect.

This Resolution takes effect from August 1, 2026, and shall remain in force until December 31, 2030.
