In accordance with Decision No. 1415/QD-TTg dated June 30, 2025, by the Prime Minister approving the Power Sector Development Strategy (hereinafter referred to as the Strategy), MOIT promulgated Decision No. 2489/QD-BCT on September 5, 2025, accompanied by an implementation plan.

The objective is to formulate and carry out specific tasks and solutions within the functions and responsibilities of MOIT. At the same time, it serves as the basis for subordinate units to review, develop, and adjust related action programs to ensure alignment with their assigned roles and responsibilities.

This plan also provides a foundation for inspection, supervision, preliminary and final reviews, and evaluation of the implementation of the Strategy, reporting results to the Prime Minister and proposing adjustments to the Strategy’s objectives (if necessary) to reflect the realities of each stage.

The plan specifies general tasks, thoroughly and comprehensively reflecting the Strategy’s principles and goals. MOIT will take the lead in coordinating with ministries, sectors, localities, and relevant units to disseminate the Strategy widely among organizations, enterprises, and the public. The Ministry will guide and promote the plan implementation, review and evaluate progress and the degree of achievement of the Strategy’s targets, and organize interim and final reviews by stage. Where necessary, it will propose adjustments to ensure feasibility.

It will also organize reviews to ensure the timely implementation of the tasks assigned by the Prime Minister under the Strategy, ensuring consistency with the Government’s action programs implementing the Resolutions of the Party, as well as national, local, and MOIT’s socio-economic development strategies and plans in each period.
