For students and laborers living in rented housing:
- In case the lease term is less than 12 months and the homeowner does not fully enumerate the number of electricity users, the retail electricity price will be calculated as rate 3: From 101 to 200 kWh for the whole electricity consumption at the meter reading.
- In case the homeowner fully enumerates the number of electricity users, the electricity purchaser is responsible for issuing a consumption rate to the homeowner based on the temporary residence book or documents proved by the local police officers to be a temporary residence; for every 4 people counted as a household using electricity to calculate the consumption rate according to the retail price.
