Recently, a delegation of the Ministry of Industry and Trade and the European Union Delegation had a meeting with Tra Vinh province on the situation of rural electricity supply and renewable energy development.

At the meeting, Vice Chairman of Tra Vinh Provincial People's Committee Nguyen Quynh Thien said that the province has great potential to develop renewable energy with a capacity of more than 26,000MW, especially nearshore and offshore wind power.

According to Power Master Plan VIII, Tra Vinh will deploy 8 renewable energy projects with a total capacity of 464MW. In the 2023 - 2025 period, 3 projects with a capacity of 176MW will be completed. In the 2026 - 2030 period, 5 more projects will be put into operation, including rooftop solar power (10MW), waste-to-energy (10MW), and biomass power (25MW), increasing the total capacity by 288MW. These projects not only help Tra Vinh develop sustainably but also contribute to achieving the target of net zero emissions by 2050.

The Vice Chairman of Tra Vinh Provincial People's Committee petitioned that the Ministry of Industry and Trade (MOIT) soon issue a power generation price framework for wind power projects to support investors in negotiating power purchase contracts. At the same time, MOIT should provide specific instructions on procedures for projects applying the direct power purchase mechanism (DPPA),  especially self-production and self-consumption projects to deploy green hydrogen. In addition, the province petitioned to add an offshore wind power project with a capacity of 500MW to the plan to implement the Power Master Plan VIII.

According to Mr. Vu Hong Duong, Deputy Director of Tra Vinh Department of Industry and Trade, rural power grid projects have been invested in Tra Vinh province. In the past 10 years (2014-2024), the electricity sector and localities have coordinated to implement many rural power supply projects in Tra Vinh province, including 04 large projects with a total of about 40,705 households benefiting and many medium and low voltage lines invested to serve the daily life and production needs of the people, with a total capital of VND 717.6 billion. At the same time, many projects to upgrade, renovate, and build new medium and low-voltage power grids have been regularly invested by the Southern Power Corporation and Tra Vinh Power Company every year. In 2024 alone, 24 medium and low-voltage power grid projects are invested with a total investment of VND 344 billion.

According to Decision No. 262/QD-TTg dated 1 April 2024 of the Prime Minister approving the Plan to implement the National Power Development Plan for the period 2021 - 2030, with a vision to 2050, Tra Vinh province was approved for a project under the Rural and Mountainous Areas and Island Power Supply Program with a budget of VND 311 billion. In addition, on 19 November 2024, the MOIT issued Official Dispatch No. 9314/BCT-DL reporting to the Prime Minister to allocate VND 3 billion to Tra Vinh to implement a project under Subcomponent 1 - Vietnam - EU Sustainable Energy Transition Program (SETP Program) to supply electricity to 312 households from the national power grid.

Regarding renewable energy, the Deputy Director of Tra Vinh Department of Industry and Trade stated that the projects have been granted investment policies and commercial operations: Renewable energy sources have generated 505.10MW, including 05 wind power plants put into commercial operation COD in 2021 with a total capacity of 322 MW, 01 solar power project operated in 2019, with a capacity of 140MW, 1,149 rooftop solar power systems, capacity of 43.01MWp.

Renewable energy sources are deploying a total capacity of 369MW, including 04 wind power projects with a capacity of 344 MW, and 1 biomass power project with a capacity of 25 MW.

According to Decision No. 262/QD-TTg dated 1 April 2024 approving the Plan for implementing the National Power Development Plan for the period 2021 - 2030, with a vision to 2021, Tra Vinh province has approved 13 wind power projects with a capacity of 872.5 MW (including 05 transitional wind power projects with a capacity of 408.5MW; 08 new wind power projects with a capacity of 464MW); rooftop solar power with a capacity of 10 MW; waste-to-energy with a capacity of 10MW; biomass power with a capacity of 25MW and substations and transmission and distribution lines to release capacity. Currently, Tra Vinh province is urgently selecting investors to implement the project by regulations, thereby meeting the demand for releasing the capacity of renewable energy projects in the province until 2030.

Concluding the meeting, Deputy Minister of Industry and Trade Nguyen Hoang Long said that in the coming time, there will be many opportunities for Tra Vinh province to develop renewable energy such as wind power and solar power.
