For students and laborers living in rented housing:
- In case of the lease term is less than 12 months and the homeowner does not fully enumerate the number of electricity users, the retail electricity price will be calculated as rate 3: From 101 to 200kWh for the whole electricity consumption at the meter reading.
- In case of the homeowner fully enumerate the number of electricity users, the electricity purchaser is responsible for issuing a consumption rate to the homeowner based on the temporary residence book or documents proved by the local police officers to be a temporary residence; for every 4 people counted as a household using electricity to calculate the consumption rate according to the retail price.
