Actively removing difficulties and promoting progress of key energy works, projects

On 23 August 2024, Deputy Prime Minister Tran Hong Ha chaired the 3rd meeting of the State Steering Committee for important national, and key energy sector programs, works, and projects.

According to the report of the Ministry of Industry and Trade (MOIT), to date, the Ministry has worked with Vietnam Electricity (EVN), Vietnam Oil and Gas Group  (PVN), and relevant agencies and proposed to pilot PVN's offshore wind power project.

At the same time, MOIT has reviewed and completed legal documents, created conditions for domestic and foreign investors to participate in these programs, and determined to build an offshore wind power industry, making Vietnam a regional offshore wind power hub.

Deputy Prime Minister Tran Hong Ha highly appreciates commitment of localities to complete site clearance, hand over to investors to implement items and works related to Nhon Trach 3 and 4 thermal power projects and power grid to release capacity, etc.

Regarding the two Nhon Trach 3 and 4 LNG thermal power plant projects, the handover, land lease, and infrastructure for the construction of items have been basically completed. In the coming time, EVN and PVN must soon agree and sign a power purchase agreement (PPA).

Concluding the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated the commitment of localities to complete site clearance, handover to investors to implement items and works related to Nhon Trach 3 and 4 thermal power projects and the power grid to release capacity, and "need to closely monitor the progress of implementation".

For gas-fired thermal power projects facing difficulties in the mechanism for determining the contracted electricity output, electricity purchase price, etc., the Deputy Prime Minister requested that corporations and enterprises proactively participate with the MOIT to complete the amendment and promulgation of relevant circulars; prepare documents to report to the Government to submit to the National Assembly to issue a Resolution on mechanisms and policies for gas-fired power projects.

Regarding the pilot project for offshore wind power development, the Deputy Prime Minister requested that there must be a specific project and model (exporting the entire project, producing green fuels (hydrogen, ammonia), transmitting to the national grid), implementation method (domestic enterprises, joint ventures with foreign countries) to determine the "problem" that needs to be solved regarding the legal corridor, investigation, survey, planning, etc., so that the Prime Minister to approve synchronous and comprehensive implementation.
