Decree No. 57/2025/ND-CP stipulating mechanism for direct electricity purchase and sale between renewable energy generators and large electricity users

The Government has issued Decree No. 57/2025/ND-CP dated March 3, 2025, stipulating the mechanism for direct electricity trading (DET) between renewable energy generators and large electricity users.

Decree No. 57/2025/ND-CP takes effect from March 3, 2025. The Government’s Decree No. 80/2024/ND-CP dated July 3, 2024, regulating the mechanism for DET between renewable energy power generation units and large electricity users is repealed.

The Decree consists of 5 chapters, 31 articles, 5 appendices, regulating DET through a separate grid connection; DET through the national grid; Implementation procedures and reporting regime; Implementation provisions.

Decree No. 57/2025/ND-CP applies to the following subjects:

1. Subjects of DET through a separate connected power grid include:

a) Renewable energy generation unit;

b) Customers using large amounts of electricity.

2. Subjects trading electricity directly through the National Grid include:

a) Renewable energy generation units from wind, solar or biomass with a capacity of 10 MW or more connected to the national power system directly participate in the competitive wholesale electricity market;

b) Large electricity customers for production purposes or large electricity customers for business purposes of charging electric vehicles that purchase electricity from the Power Corporation, Power Companies and power retailers connected to voltage levels of 22 kV or higher;

c) Power retail units in the models of zones and clusters are authorized by large electricity users as provided in Point b of this Clause to purchase electricity from Power Corporations and Power Companies, and sign electricity term contracts with renewable energy generation units.

3. Other subjects:

a) Power system and market operators;

b) Power transmission unit;

c) Power Corporation, Power Companies and other power retailers;

d) Vietnam Electricity Group.
