Pursuant to Government Decree No. 72/2025/ND-CP dated March 28, 2025, stipulating the mechanism and timing for adjustments to the average retail electricity price, and Government Decree No. 278/2026/ND-CP dated July 9, 2026, amending and supplementing a number of provisions of Government Decree No. 72/2025/ND-CP dated March 28, 2025 on the mechanism and timing for adjustments to the average retail electricity price;

Pursuant to Prime Minister’s Decision No. 14/2025/QD-TTg dated May 29, 2025, prescribing the structure of retail electricity tariffs;

Pursuant to Notice No. 557/TB-VPCP dated October 27, 2026, announcing the conclusions of Deputy Prime Minister Nguyen Van Thang at the meeting on scenarios for managing petroleum and electricity prices;

Pursuant to Circular No. 60/2025/TT-BCT dated December 2, 2025 of the Ministry of Industry and Trade, regulating the implementation of electricity prices;

Pursuant to Decision No. 963/QD-BCT dated April 22, 2026 of the Ministry of Industry and Trade, stipulating peak, off-peak and normal hours of the national power system;

In strict compliance with the policies and directions of the Party and State leadership, as well as the direction and administration of the Government, the Prime Minister, the Ministry of Industry and Trade, and the Ministry of Finance; with a commitment to contributing to macroeconomic stability while actively supporting social security for citizens and businesses; and following an urgent review and calculation process aimed at maximizing cost savings, Vietnam Electricity (EVN), on the basis of prevailing regulations, issued Decision No. 1305/QD-EVN dated October 30, 2026 on the adjustment of the average retail electricity price. Accordingly, the average retail electricity price will be VND 2,159.9037/kWh (excluding value-added tax), effective from November 1, 2026. This adjustment represents a 2% reduction compared with the current average retail electricity price.

The Ministry of Industry and Trade also issued Decision No. 2892/QD-BCT dated October 31, 2026 on electricity prices, establishing retail electricity prices for different groups of electricity consumers as well as retail electricity prices applicable to electricity retailers, effective from November 1, 2026.
