Groundbreaking ceremony and emulation campaign launch for Quang Trach II LNG Thermal Power Plant Project, and announcement of Quang Trach I Thermal Power Plant’s power generation to national grid

On October 20, 2026, at the Quang Trach Power Center in Hon La Economic Zone, Phu Trach Commune, Quang Tri Province, Vietnam Electricity (EVN) and Power Project Management Board No. 2 (PMB 2) solemnly held the groundbreaking ceremony and launched an emulation campaign for the Quang Trach II LNG Thermal Power Plant Project, while announcing the commencement of power generation by the Quang Trach I Thermal Power Plant and its connection to the national grid.

Attendees at the groundbreaking ceremony and the launch of the emulation movement included Mr. Vuong Quoc Tuan, Member of the Party Central Committee and Secretary of the Quang Tri Provincial Party Committee; Mr. Bui Hoang Phuong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Quang Tri Provincial People's Committee. Also present were representatives from the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Vietnam General Confederation of Labor, as well as leaders from various departments and agencies of Quang Tri Province, representatives of the local Party committee and authorities of Phu Trach Commune, and members of the local community residing in the project area. The event was also attended by representatives of Vietnam Electricity (EVN), Power Project Management Board No. 2 (PPMB2), and the project’s construction contractors.

Both the Quang Trach I Thermal Power Plant and the Quang Trach II LNG Thermal Power Plant projects are invested in by Vietnam Electricity (EVN), with the Power Project Management Board 2 (PPMB2) tasked with project management at the Quang Trach Power Center in Phu Trach Commune, Quang Tri Province. The two projects comprise four generating units with a total installed capacity of 3,015.8 MW and a combined investment of more than VND 82.145 trillion. Of these, the two units of the Quang Trach I project (2 × 701.5 MW) are coal-fired, while the two units of the Quang Trach II project (2 × 806.4 MW) are fueled by liquefied natural gas (LNG). These are highly significant projects that, once completed, are expected to supply more than 17.2 billion kWh of electricity annually to the national power grid. This will help ensure energy security, support a sustainable energy transition, promote socio-economic development, and improve living standards for residents of Quang Tri Province.

The Quang Trach II Thermal Power Plant Project was approved in principle by the Quang Tri Provincial People's Committee, which also approved the project investor under Decision No. 1155/QD-KKT dated September 4, 2024. The Quang Trach II Liquefied Natural Gas (LNG) Thermal Power Plant Project is also a nationally important energy project under Power Development Plan VIII, with a total installed capacity of 1,612.8 MW (2 × 806.4 MW). Using combined-cycle gas turbine technology, the project will play a pivotal role in shifting the power generation mix towards cleaner energy sources, helping ensure energy security, enhance power system reliability, and fulfill Vietnam’s commitments to reducing greenhouse gas emissions. The project has a total investment of over VND 40,123.455 billion, consisting of 20% equity and 80% commercial debt. It is co-financed by a consortium of four domestic commercial banks: Vietcombank, VietinBank, BIDV, and Agribank.

Given the project's critical and urgent nature, the Prime Minister issued Directive No. 01/CT-TTg on January 18, 2026, outlining tasks and solutions to ensure an adequate electricity supply for production, business activities, and people's daily needs during the peak period in 2026 and throughout the 2026–2030 period. The directive tasked Vietnam Electricity (EVN) with urgently accelerating the project’s progress to bring the Quang Trach II LNG Thermal Power Plant into operation as scheduled, thereby ensuring electricity supply for the national power system during the 2027–2030 period.

To date, the two generating units of the Quang Trach I Thermal Power Plant Project have largely been completed and have generated 620 million kWh of electricity for the national grid. For the Quang Trach II LNG Thermal Power Plant Project, EVN has secured credit financing, completed site clearance for the entire project, and finalized the selection of the EPC contractor, paving the way for contract signing. According to the planned schedule for the Quang Trach II Thermal Power Plant Project, Unit 1 is expected to achieve commercial operation in February 2030, followed by Unit 2 in April 2030.

Speaking at the ceremony, Vietnam Electricity (EVN) tasked Power Project Management Board No. 2 and the contractors with managing the project and carrying out construction in compliance with quality and environmental requirements. They were also instructed to mobilize resources and equipment to accelerate progress and strive to complete the project according to the established schedule.
