Operational situation in September 2026; key tasks for last three months of 2026

In September 2026 and the first nine months of the year, Vietnam Electricity (EVN) and its member units ensured adequate electricity supply to support the country’s socio-economic development, meet people’s daily needs, and serve political and social activities and events nationwide. EVN’s member units have also promptly responded to the situation, addressed the aftermath, and restored power supply to customers affected by recent natural disasters and heavy rains.

 

Total electricity generation and imports across the power system in September 2026 reached 29.97 billion kWh, up 9.2% year on year. Cumulative figures for the first nine months of 2026 reached 265.79 billion kWh, up 9.3% compared to the same period in 2025. The proportion of mobilized power sources in the whole system in the first nine months of 2026 was as follows:

+ Hydropower: 68.48 billion kWh, accounting for 25.8%.

+ Coal-fired thermal power: 132.63 billion kWh, accounting for 49.9%.

+ Gas turbines: 20.48 billion kWh, accounting for 7.7%.

+ Renewable energy: 33.6 billion kWh, accounting for 12.6% (of which solar power reached 21.5 billion kWh and wind power reached 10.85 billion kWh).

+ Imported electricity: 10.3 billion kWh, accounting for 3.9%...

Electricity transmission output in September is estimated at 23.8 billion kWh; cumulative figures for the first nine months of 2026 are estimated at 213.98 billion kWh, a 10.75% increase compared to the same period in 2025. During the first nine months of the year, the main power flows were from the Central region to the North and from the Central region to the South.

Customer service:

EVN continues to refine technical solutions to provide 100% end-to-end online electricity services, ensuring seamless integration with national databases. Key results and activities include: (1) Implementation on the National Public Service Portal: EVN has successfully launched all 12 electricity services (Level 4) online; completed the synchronization of customer data and power purchase agreements with the new National Public Service Portal managed by C12 (Ministry of Public Security). To date, four of the 12 end-to-end services have been tested, officially announced, and launched. EVN is ready to deploy the remaining eight services and is awaiting the finalization of the new National Public Service Portal. (2) Integration of population data and VNeID: EVN has completed the synchronization of customer electricity bill information with the National Population Database managed by the Police Department for Administrative Management of Social Order (C06) and has coordinated with C06 to connect the EVN customer service app with VNeID. (3) Expansion of customer service channels: Following the initial success of the EVN customer service app launched on June 15, 2026, Vietnam Electricity (EVN) and its power corporations rolled out a new customer service hotline -1558 - for all EVN electricity customers nationwide, effective August 15, 2026.

Construction investment:

During the first nine months of 2026, EVN continued to direct and urge its units to implement investment and construction tasks in line with the annual plan, with a particular focus on investing in key power generation and grid projects in accordance with the directions of the EVN Party Committee Standing Committee set out in Resolution No. 31-NQ/ĐU dated March 21, 2026.

As of now, the implementation status of key power generation and grid projects is as follows: Quang Trach I Thermal Power Project: Unit 1 is continuing its trial operation phase, aiming for commercial operation by the end of November 2026; Unit 2 was synchronized to the grid on September 28, 2026, and is striving for commercial operation by the end of December 2026. Other hydropower expansion projects (including Tuyen Quang, Se San 3, and Se San 4 expansions) have received approval for their investment policies and are currently finalizing their feasibility study reports for submission to competent authorities for appraisal; meanwhile, the Son La and Lai Chau hydropower expansion projects are continuing to finalize their investment policy proposals for reporting to competent authorities.

Regarding the power grid, during the first nine months of 2026, EVN and its units commenced construction on 136 projects (two 500kV, eighteen 220kV, and 116 110kV projects) and energized 131 projects (five 500kV, sixteen 220kV, and 110 110kV projects). In September 2026 alone, EVN and its member units commenced construction on 11 projects and energized 13 power grid projects at voltage levels ranging from 110kV to 500kV.

Regarding investment in and installation of Battery Energy Storage Systems (BESS): EVNHANOI has completed 50MW, and EVNNPC has completed 155MW, with plans to complete an additional 305MW by October 2026. Power Project Management Board 2 and EVNGENCO 3 are implementing investment procedures for centralized BESS projects in the Northern region, with capacities of 550MW and 300MW, respectively.

Key tasks for EVN in final three months of 2026

Regarding electricity generation and supply:

According to NSMO’s October operational plan, electricity generation and imports across the entire power system in the fourth quarter of 2026 are projected to reach 88.97 billion kWh, up 11.3% from the same period in 2025. To ensure adequate power supply under all circumstances and meet the growth targets set by the Party, the Government, and ministries and agencies, EVN’s member units will continue to strictly, resolutely, and effectively implement their assigned tasks in accordance with the directions of the Government and the Prime Minister set out in Resolutions No. 168/NQ-CP and No. 169/NQ-CP dated June 27, 2026; continue to coordinate closely with NSMO to monitor and continuously update electricity demand, power source availability, and hydrological conditions (inflow to reservoirs) to ensure electricity supply for national socio-economic development during the final months of 2026, while simultaneously preparing plans and scenarios to guarantee power supply for 2027.

Hydropower units must regularly monitor and update weather and hydrological conditions and coordinate closely with NSMO regarding reservoir water storage and the harmonious, efficient use of water resources. Thermal power plants must complete negotiations and sign fuel supply contracts for 2027, while promptly developing plans to secure stable, long-term fuel supplies. The National Power Transmission Corporation (EVNNPT) ensures the highest possible availability of equipment and protection relay systems, including shunt reactors, to support voltage regulation and minimize the risk of incidents. Power Corporations and power companies must coordinate closely with NSMO on load demand management and forecasting, as well as on assessing the impact of the development of distributed power sources (particularly self-produced, self-consumed rooftop solar power systems) and electric vehicle charging infrastructure; they must also coordinate closely with provincial and municipal People's Committees, government agencies, public offices, and local authorities to strictly and effectively implement electricity-saving programs and solutions, rooftop solar power development initiatives in accordance with the Prime Minister's Directive No. 10/CT-TTg dated March 30, 2026.

Regarding power generation investment and construction: Ensure the progress of key power generation projects: (i) Quang Trach I Thermal Power Project: complete commercial operation for both units in 2026; (ii) Quang Trach II LNG Project: carry out tasks in accordance with the signed contract schedule; (iii) Approve the Feasibility Study Report for the Quang Trach II LNG Project in the fourth quarter of 2026; (iv) Continue focusing on the construction of the Tri An Hydropower Expansion and Bac Ai Pumped-Storage Hydropower projects, aiming to meet the schedule targets for the fourth quarter and the full year of 2026; (v) Complete the upgrading and renovation projects for emission treatment systems at selected thermal power plants and put them into operation as soon as possible, ensuring compliance with environmental regulations...

Regarding power grid investment and construction: Focus on implementing key power projects as directed by the Government and the Ministry of Industry and Trade. Concentrate on construction efforts, striving to energize the entire 220kV transmission line connecting the Nhon Trach 3 Power Plant to Long Thanh in 2026. Accelerate the implementation of electricity import projects from China in the Mong Cai area, including the Mong Cai 220 kV Substation, the Hai Ha – Mong Cai 220 kV Transmission Line, and the Border – Hai Ha Transmission Line, with a view to putting them into operation in the second quarter of 2027.

To help ensure a stable power supply for socio-economic development and daily life under all circumstances, EVN calls on the public and electricity customers to continue cooperating with and actively supporting the power sector by using electricity efficiently. In particular, EVN recommends using air conditioners economically and efficiently, with the temperature set at 27°C or higher, while avoiding the simultaneous use of multiple high-power electrical appliances during peak hours. The thorough implementation of electricity-saving measures will help minimize the risk of power outages and curb increases in electricity expenses.
