Attending the ceremony were Mr. Daniel Plankermann - Director of the Kreditanstalt für Wiederaufbau (German Development Bank - KfW) Hanoi Office, and representatives of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV).
On EVN’s side were Mr. Nguyen Anh Tuan – President and CEO, Mr. Nguyen Huu Tuan - Standing Deputy Secretary of the Party Committee, Mr. Vo Hong Linh - Member of the Board of Directors, along with EVN’s Executive Managements, representatives of specialized departments, EVN Office Department, and the Power Project Management Board 3 (EVNPMB3).
Representing the contractor consortium was the leadership of Lung Lo Construction Corporation, Song Da Corporation - JSC, Lilama 10 Joint Stock Company, SCI E&C Joint Stock Company, Construction 47 Joint Stock Company, and Truong Son Construction Corporation.

Package XL04 TAMR is the main contract package of the project. The scope of works includes headwork (approach canal, intakes, backfill of the intake, penstock section below backfill at the intake), other structures that do not belong to headworks (penstock section outside of intake backfill, powerhouse, tailrace canal, transmission line, and grid connection), temporary structures for construction (intake cofferdam and the other cofferdams)
The first turbine unit is expected to begin power generation in Q3 2027, the second unit in Q4 2027, and the entire project is expected to be completed by Q4 2027.
Speaking at the signing ceremony, Mr. Pham Hong Phuong - EVN Vice President - stated that the Tri An Hydropower Plant Expansion Project is one of EVN’s key investment projects in 2025 and has been designated as a commemorative project for the 80th Anniversary of the August Revolution and National Day on September 2, 2025. Throughout the investment preparation and implementation phases, EVN has received close attention and guidance from the Government and ministries, as well as strong support and coordination from the Dong Nai Provincial People's Committee and financing partners including KfW and BIDV.

According to Vice President Pham Hong Phuong, this is the largest and most critical contract package of the project and was implemented by EVN through an open domestic e-bidding process. Through a transparent and public bidding process, a consortium of six contractors was selected. EVN highly values the capacity and experience of the consortium in executing hydropower projects and believes that the consortium will ensure progress and quality, and meet the investor’s expectations.
EVN has assigned the Power Project Management Board 3 to strictly supervise and manage the contract execution, promptly coordinate with the contractor to resolve any issues arising during construction, and ensure timely completion in accordance with the project timeline.

On behalf of the contractor consortium, Mr. Tang Van Chi - General Director of Lung Lo Construction Corporation, the leader of the consortium, expressed gratitude to Vietnam Electricity for the trust in awarding this contract. The consortium is committed to strictly implementing all contractual obligations, determined to meet the schedule, ensure labor safety, environmental sanitation, and public security, and promptly bring the project into operation.

The Tri An Hydropower Plant Expansion Project has been approved by the Prime Minister under the National Power Development Plan for the 2021-2030 period, with a vision for 2050. This contract signing ceremony marks an important milestone for the Power Project Management Board 3 and the contractor consortium to proceed with site preparation and execution of relevant project components, striving to commence construction in time to commemorate the upcoming 80th Anniversary of the August Revolution and National Day on September 2.
