The Decision clearly states that the establishment of a Steering Committee for the Construction of Nuclear Power Plants (Steering Committee) will help the Prime Minister study, direct, and coordinate to resolve important, interdisciplinary tasks related to nuclear power plant construction work, continuing to implement the investment policy of Ninh Thuan nuclear power project.
The Prime Minister is the Head of the Steering Committee
According to the Decision, Prime Minister Pham Minh Chinh is the Head of the Steering Committee.
The Standing Deputy Head of the Committee is Deputy Prime Minister Bui Thanh Son. Mr. Nguyen Hong Dien, Minister of Industry and Trade, is the Deputy Head of the Committee.
The members are leaders of ministries and agencies: Mr. Huynh Thanh Dat, Minister of Science and Technology; Mr. Nguyen Hoang Long, Deputy Minister of Industry and Trade; Mr. Do Thanh Trung, Deputy Minister of Planning and Investment; Mr. Le Cong Thanh, Deputy Minister of Natural Resources and Environment; Mr. Vu Hai San, Deputy Minister of National Defense; Mr. Pham The Tung, Deputy Minister of Public Security; Mr. Pham Minh Ha, Deputy Minister of Construction; Mr. Bui Van Khang, Deputy Minister of Finance; Ms. Nguyen Minh Hang, Deputy Minister of Foreign Affairs; Mr. Tran Tien Dung, Deputy Minister of Justice; Mr. Le Anh Tuan, Deputy Minister of Transport; Mr. Bui Hoang Phuong, Deputy Minister of Information and Communications; Mr. Phung Duc Tien, Deputy Minister of Agriculture and Rural Development; Mr. Nguyen Sy Hiep, Deputy Head of the Government Office; Mr. Ta Dinh Thi, Deputy Chairman of the National Assembly Science, Technology and Environment Committee; Mr. Tran Quoc Nam, Chairman of Ninh Thuan Provincial People's Committee; Mr. Dang Hoang An, Chairman of the Board of Directors of Vietnam Electricity; Mr. Nguyen Anh Tuan, President and CEO of Vietnam Electricity.
Based on the needs and tasks during the operation process, the Head of the Committee will decide to change and add members to the Steering Committee.
For ministries and ministerial-level agencies, after rearrangements according to the direction of the Central Party Committee, they are responsible for notifying the Ministry of Industry and Trade of the change in members of the Steering Committee. The Ministry of Industry and Trade is responsible for compiling and submitting to the Prime Minister to consolidate the members of the Steering Committee after the ministries are merged.
The Ministry of Industry and Trade is the standing agency of the Steering Committee
The Steering Committee has an assisting team headed by a leader of the Ministry of Industry and Trade. The Steering Committee's assisting team includes civil servants from relevant ministries and agencies working part-time and experts; The Minister of Industry and Trade decides to establish the Assisting Team. The Minister of Industry and Trade, and the Minister of Science and Technology decide to select members of the Assisting Team as experts.
The Ministry of Industry and Trade is the standing agency of the Steering Committee, using the ministry's apparatus to help the Head of the Steering Committee develop plans, and work programs, compile and draft conclusions for the Steering Committee’s meetings; compile and report the implementation of the Steering Committee's tasks.
Duties and powers of the Steering Committee
The decision clearly states that the Steering Committee is responsible for directing the continued implementation of the investment policy of Ninh Thuan Nuclear Power Project; directing review, urging implementation, advising, and proposing solutions to resolve problems during the construction of Ninh Thuan nuclear power plants.
At the same time, directing the amendment, supplementation, and completion of relevant legal regulations to meet requirements of nuclear power development, ensuring quality, safety, security, and efficiency; directing the study and establishment of Vietnam's nuclear power development program to report to competent authorities for approval.
Directing the implementation of cooperation activities with countries, international organizations, and the International Atomic Energy Agency (IAEA) in nuclear power development.
The Steering Committee regularly reports to the Prime Minister on the implementation status of Ninh Thuan Nuclear Power Project and their assigned tasks.
