Prime Minister attends groundbreaking and emulation movement launching ceremony of Lao Cai – Vinh Yen 500kV Transmission Line Project

On March 16, in Vinh Phuc, Vietnam Electricity (EVN) cooperates with Power Project Management Board 1 to hold the groundbreaking and emulation movement launching ceremony of the Lao Cai - Vinh Yen 500kV transmission line project. Comrade Pham Minh Chinh, Politburo Member, Secretary of the Government Party Committee, and Prime Minister, attended the ceremony.

Also present at the event was Comrade Bui Thanh Son, Member of the Party Central Committee, Deputy Prime Minister, and Minister of Foreign Affairs.

On behalf of ministries, sectors, and central agencies, the attendees included: Comrade Tran Hong Minh – Member of the Party Central Committee, Minister of Construction; Comrade Dao Ngoc Dung – Member of the Party Central Committee, Minister of Ethnic and Religious Affairs; and Comrade Nguyen Dinh Khang – Member of the Party Central Committee, President of the Vietnam General Confederation of Labor.

Representing the local governments of the four provinces where the project passes through were: Comrade Dang Xuan Phong – Member of the Party Central Committee, Secretary of the Vinh Phuc Provincial Party Committee; Comrade Trinh Xuan Truong – Secretary of the Lao Cai Provincial Party Committee, Chairman of the Lao Cai Provincial People's Committee; Comrade Phung Khanh Tai – Standing Deputy Secretary of the Phu Tho Provincial Party Committee; Comrade Nguyen Tuan Anh – Chairman of the Yen Bai Provincial People's Committee; and Comrade Tran Duy Dong – Chairman of the Vinh Phuc Provincial People's Committee.

From EVN, attendees included: Comrade Dang Hoang An – Party Secretary and Chairman of EVN’s Board of Directors; Comrade Nguyen Anh Tuan – Deputy Party Secretary, President and CEO of EVN; and other leaders from the Party Committee, Board of Directors, and Executive Managements of EVN.

Also attending the event were representatives from the Power Project Management Board 1, engineering consulting units, supervision consulting units, and construction contractors involved in the project.

In his report at the ceremony, EVN President and CEO Nguyen Anh Tuan stated that the Lao Cai - Vinh Yen 500kV transmission line project is a national key project that has been approved by the Prime Minister for investment, assigned Vietnam Electricity (EVN) as the investor, and investor represented by Power Project Management Board 1. This is a double-circuit 500kV transmission line with a total length of 229.5km, comprising 468 tower foundations. The project passes through four provinces: Lao Cai, Yen Bai, Phu Tho, and Vinh Phuc, with the starting point at the Lao Cai 500kV substation and the endpoint at the Vinh Yen 500kV substation. The total investment cost for the project is over VND 7,410 billion.

Once operational, the 500kV transmission line is projected to have the capacity to transfer power from hydropower plants in the Northwest region and neighboring provinces to the national grid while also enhancing electricity import capacity. Additionally, the project is expected to strengthen interconnections between regions within the power system, improve the safe and stable operation of the national power grid, reduce transmission losses in the power grid, and enhance the efficiency of EVN's power production and business operations.

In recent times, following the directives of the Prime Minister and the National Steering Committee, ministries, and sectors, Vietnam Electricity (EVN) has actively led and instructed Power Project Management Board 1 to urgently coordinate with engineering consultants to conduct surveys, engineer, and work closely with relevant ministries, agencies, and local authorities to complete investment preparation. The project is now fully qualified for groundbreaking.

During the investment preparation and implementation phases, EVN has received strong support and close guidance from the Government, the Prime Minister, ministries, and central agencies along with the close cooperation of the People’s Committees and Party Committees of Lao Cai, Yen Bai, Phu Tho, and Vinh Phuc provinces, along with their departments, sectors, and the People’s Committees of 12 districts within the project area, and the solidarity and consensus of the local people in the project area to accelerate the progress of compensation, support, and resettlement work.

EVN calls upon construction contractors to uphold the highest sense of responsibility and make maximum efforts to complete the project on schedule, ensuring quality, safety, and environmental protection to bring the project to completion as per the Prime Minister’s assigned timeline and contribute to achievements celebrating the Party Congress at all levels, leading up to the 14th National Congress of the Communist Party of Vietnam.
