This Decision regulates the 2024 electricity generation price bracket for LNG-fueled CCGT power plants, applicable to PPA price negotiation as specified in Item a, Clause 2, Article 1 of Circular No. 57/2014/TT-BCT dated December 19, 2014, of the Minister of Industry and Trade stipulating methodologies, sequence of developing and issuing electricity generation price brackets.
Specifically, the electricity generation price bracket for LNG power plants in 2024 is VND 0-2,590.85/kWh (excluding value-added tax). Of which, the ceiling price is VND 2,590.85/kWh.
Second, the parameters used to calculate the ceiling price of the electricity generation price bracket applied to LNG power plants in 2024 are 1,579,125kW net capacity; 6,330.2 BTU/kWh net heat consumption rate at 85% load factor; LNG price (excluding value added tax, costs of storage, regasification, and distribution after regasification) of USD 12.9792/million BTU and exchange rate VND 24,520 /USD.
The Decision clearly states that Vietnam Electricity and the electricity generation company shall negotiate PPA price in compliance with legal regulations on methodologies of electricity generation price determination issued by the Ministry of Industry and Trade and manage construction investment costs in accordance with legal regulations on construction.
This Decision takes effect from the date of signing.
