Quang Trach I Thermal Power Plant Project under Quang Trach Power Complex was approved by the Prime Minister at Decision No. 428/QD-TTgdated 18 March 2016 on adjustment of the National Power Development Master Plan for the period 2011 - 2020, with vision to 2030 (the Revised Master Plan VII); Document No. 1828/TTg-KTN of the Prime Minister dated 15 October 2016 on the assignment of Vietnam Electricity (EVN) as the project owner of Quang Trach I Thermal Power Plant project at Quang Trach Power Complexin Quang Binh province.
The project was assigned by EVN to the Power Project Management Board No.2 who acts as the representative of the project owner, together with other projects at Quang Trach Power Complex covering a total area of about 48.6 hectares in Vinh Son village, Quang Dong commune, Quang Trach district, Quang Binh province. The project includes 2 power units with a total installed capacity of 1,200MW, the power plant upon completion will provide the national power system with an annual output of about 8.4 billion kWh, contributing to ensuring national energy security, improving the safety and the stability of the power system. The total investment cost of the project is VND41,130 billion, financed by EVN’s own budget (30%) and domestic commercial loans (70%).
Package No.15 (EPC-QTI) –Engineering, Procurement and Construction of Quang Trach I Thermal Power Plant Project, with a total value of about VND30,236 billion, has the scope of works including design, procurement of goods and construction of 02 power units, with a capacity of 2 x 600MW and shared supporting facilities. Unit No.1 will be completed in 42 months and Unit No.2 will be completed within 48 months from the effective date of the Contract. The project uses USC technology (ultra - supercritical) and has the highest technical specifications in Vietnam today.
Regarding environmental protection, the power plant will be equipped with synchronous wastewater treatment, exhaust gas treatment and dust precipitator systems, so that the gas emissions after being treated shall fully comply with the current Vietnamese environmental standards, equivalent to the World Bank’s standards. Environmental parameters of the power plant when operating will be transmitted to the Department of Natural Resources and Environment of Quang Binh province for online monitoring and be publicly displayed at the plant gate area 24/24h in accordance with the State's regulations on environmental management.
