Deputy Minister of Ministry of Agriculture and Rural Development Tran Thanh Nam: the Role of power in New Rural Development

Vietnam Electricity has had great contribution in the cause of new rural development. That is confirmed by the Deputy Minister of the Ministry of Agriculture and Rural Development Tran Thanh Nam, Vice Chairperson of the National Target Program of new rural development

Reporter: How do you evaluate the role of power in the national target program on new rural development for the period of 2011-2015?

Deputy Minister Tran Thanh Nam: After more than 5 years of implementing the new rural development program,  the low voltage rural grid in the local areas managed by and directly sold to customers by EVN has been thoroughly invested and upgraded. Thereby, the quality of power services provided in rural areas has remarkably changed, which created driving forces for development of agricultural production, industry processing and agricultural service industries. Bringing electricity to the countryside during the last period by the power companies of the EVN has played a key part in the implementation of the National Target Programs on new rural development.

Reporter: The program for new rural development was implemented in the difficult period of the global and national economy, affecting the mobilization of investment funding. How do you evaluate on the investment capital for the Program in general and the investment capital mobilized by EVN?

The sources of capital for EVN to implement Criterion No. 4 (out of 19 criteria for new rural development) are mobilized from the depreciation sum and the fund for major repairs and also from the support of the national budget. With the commitment from the Government of Vietnam, EVN is also approaching ODA loans from the international financial institutions such as the WB, ADB, JIBIC, AFD, KfW, ... From 2011-2015, the EVN subsidiaries have mobilized and invested about VND13,400 billion to construct and upgrade the rural distribution networks with 15,800 distribution substations, 8,900 km of medium voltage lines and 32,400 km of low voltage lines, etc. contributing to raising the quality of low voltage network in the rural areas, bringing electricity to many off-grid villages, communes in the border and sea Island areas across the country.

 

Electric Power is Criterion No 4 in new rural development

In your opinion, to implement criterion No. 4 in the new rural development of the 2016-2020 period, what should EVN do?

To implement the direction of the Prime Minister up to the year 2020, 100 percent of the communes and most of rural households across the country shall be connected to electricity; number of communes achieving criterion No. 4 reach the rate of 95%.

To achieve the above target, the EVN needs to develop concrete plans and solutions, investing in the rehabilitation and upgrading of the existing rural low voltage networks, expand the networks to the off-grid areas. Continue the implementation of the ongoing rural energy projects and find sources of financing for the new rural energy projects.

In particular, the EVN needs to take advantage of the preferential credit loan sources in connection with the annual State plan and international funding under the loan agreements; the national budget from the Central and local authorities; the capital of the infrastructure business and service units, the major customers; other legitimate sources of capital and the contribution from the people.

The new rural development is the program for the purpose of the rural community. Thus, EVN needs to coordinate closely with the local authorities, especially the mountainous and remote areas to synchronously deploy solutions, contributing fulfilling Criterion No 4 on new rural development.

The results of the national target program on new rural development for the period 2011-2015 of the EVN:

- Total investment: over VND13,400 billion.
- Construction, rehabilitation and upgrading: 15,800 distribution substations, 8,900 km of medium voltage lines, 32,400 km of rural low voltage lines.
- Taking over, management and operation of the    rural power networks from cooperatives and power units: 1,368 communes with 21,738 km of the low voltage lines.
* Power supply for:
+ More than 116,000 households in 5 provinces of the Highlands.
+ 91,591 households in the South-western areas (the provinces of Tra Vinh, Soc Trang, Bac Lieu, Kien Giang).
+ 52,725 households in the  North-western areas (Dien Bien, Lai Chau, Son La provinces).
- Connection, taking over and selling power  directly to 9 out of 12 island districts. Each year compensating hundreds of VND billion for the losses from generating local diesel units.

- By the end of 2015:
+ 99.8% of the communes and 98.76% of rural households get access to electricity;
+ 6,165 communes fulfill the criterion of electric power in the new rural development (increase of 2,653 communes compared with the year 2011), accounting for 68.6% of communes throughout the country;
- Target by 2020:100% of communes and 99.5% of rural households get access to electricity, of which 95% of the communes reach Criterion No.4.
