17:55, 09/05/2025

To ensure power supply for socio-economic development and people's daily life, EVN has been implementing the national power system operation and power supply Plan 2025, in which, the growth rate of commercial electricity in 2025 is expected to be about 12.2%, the total electricity output of the whole system in 2025 will increase by about 33.6 billion kWh compared to 2024.

Regarding the structure of power sources in 2025, low-cost hydropower sources can only supply about 25% of the total output of the whole system; the remaining 75% of the system's output is supplied from high-cost power sources such as coal, gas, oil, renewable energy, etc. For the system's additional electricity output, it is necessary to mobilize from high-cost power sources such as oil-fired thermal power sources, liquefied natural gas (LNG) turbine thermal power sources, and imported coal-fired thermal power sources. In addition, in recent times, the foreign exchange rate (USD) has been unpredictable and increasing. This affects the cost of power generation, which accounts for about 83% of the cost of power production.

In the context of electricity generation costs tending to increase in recent years, EVN and its member units have drastically implemented cost reduction and savings, with the requirement that by 2025, EVN will achieve this. Regular and major repair costs must be saved by at least 10%. EVN, in close coordination with the National Power System and Market Operator Company, optimally operates the power system and market to ensure a safe and continuous power supply.

According to the provisions of the Electricity Law No. 61/2024/QH15 dated 30 November 2024, Decree No. 72/2025/ND-CP dated 28 March 2025 of the Government stipulating the mechanism and time for adjusting the average retail electricity price and Circular No. 22/2025/TT-BCT dated 26 April 2025 of the Ministry of Industry and Trade stipulating the calculation of the average retail electricity price, with the spirit of minimizing the impact on the economy and people's daily life and carefully assessing, by the practical situation, Vietnam Electricity has issued Decision No. 599/QD-EVN dated 7 May 2025 on adjusting the average retail electricity price. Accordingly, the average retail electricity price after adjustment is VND 2,204.0655/kWh (excluding value added tax) from 10 May 2025. This adjustment is equivalent to an increase of 4.8% compared to the current average retail electricity price.

The Ministry of Industry and Trade has also issued Decision No. 1279/QD-BCT dated 9 May 2025 regulating electricity prices, including retail electricity prices for groups of electricity customers and retail electricity prices for electricity retailers.

Basically, this electricity price adjustment will ensure that poor households and policy families are not significantly affected. Poor households and social policy households will be supported by the provisions of Decision No. 28/2014/QD-TTg dated 7 April  2014 of the Prime Minister. In particular, poor households are supported with a monthly support level equivalent to the amount of electricity used by 30 kWh/household/month, social policy households with the amount of electricity used not surpassing 50 kWh/month are supported with a monthly support level equivalent to the amount of electricity used by 30 kWh/household/month by the Government's policy.

Vietnam Electricity respectfully informs electricity customers. EVN sincerely hopes to continue receiving the support and understanding of its customers for the Group's business and production activities./.
