Attending the program were representatives from departments and agencies under the Ministry of Industry and Trade, the Ministry of Public Security, the Central Commission for Propaganda and Mass Mobilization, representatives from the Vietnam Consumer Protection Association, and various media agencies.

Poor households and social policy beneficiaries will continue to receive monthly electricity bill support
Mr. Nguyen Quoc Dung – Head of EVN’s Business Department – stated that, with the spirit of minimizing the impact on the economy and people’s livelihoods, and after thorough and practical assessment, Vietnam Electricity (EVN) issued Decision No. 599/QD-EVN dated May 7, 2025, regarding the adjustment of the average retail electricity tariff. Accordingly, the adjusted average retail electricity price will be 2,204.0655 VND/kWh (excluding value-added tax), effective from May 10, 2025. This adjustment represents an increase of 4.8% compared to the current average retail electricity tariff.
Mr. Nguyen Quoc Dung – Head of EVN’s Business Department – also announced Decision No. 1279/QD-BCT dated May 9, 2025, by the Ministry of Industry and Trade, which stipulates electricity pricing regulations. The decision includes retail electricity tariffs for different customer groups and electricity retail units.
This electricity price adjustment is expected to increase the Consumer Price Index (CPI) in 2025 by approximately 0.09%.
Essentially, this electricity price adjustment will ensure that the impact on poor households and social policy beneficiary families remains minimal. These households will continue to receive support in accordance with Decision No. 28/2014/QD-TTg dated April 7, 2014, by the Prime Minister. Under this policy, poor households will receive a monthly subsidy equivalent to the cost of 30kWh of electricity per household per month. Social policy beneficiary households whose monthly electricity consumption is under 50kWh will also receive a subsidy equivalent to the cost of 30kWh per household per month, in line with the Government’s directive.

Efforts to ensure power supply for high economic growth
Vietnam has set a target of achieving GDP growth of 8% or higher in 2025, creating momentum for double-digit growth during the 2026 - 2031 period. Accordingly, ensuring a stable power supply is a top priority. Electricity plays a crucial role as the “input of all inputs” in the economy and is a vital resource supporting people’s livelihoods, national security, and defense.
EVN Vice President Vo Quang Lam stated that, to ensure sufficient power supply for socio-economic development and the daily needs of the people, EVN has been implementing the 2025 National Power Supply and Operation Plan. Under this plan, commercial electricity output in 2025 is expected to grow by approximately 12.2%, and the total system electricity output is expected to increase by about 33.6 billion kWh compared to that of 2024.
Regarding the power generation structure in 2025, low-cost hydropower is projected to contribute only about 25% of total system output, while the remaining 75% must be supplied by higher-cost sources such as coal-fired power, gas, oil, and renewable energy. The additional electricity output of the system will essentially have to be sourced from high-cost power generation sources, such as oil-fired thermal power, liquefied natural gas (LNG) turbine power, and imported coal-fired power. In addition, the recent unpredictable and rising USD exchange rate has significantly impacted power generation costs, which account for approximately 83% of the total electricity production cost.
EVN Vice President Vo Quang Lam also noted that abnormal hydrological conditions have significantly impacted power system operations and power supply. EVN has worked with customers to promote electricity saving and demand-side load adjustment. Notably, the group has made strong efforts in investment and construction, aiming to put into operation in 2025 major power projects such as the Hoa Binh Hydropower Plant Expansion and Quang Trach 1 Thermal Power Plant to enhance the national power supply. At the same time, EVN is implementing key grid projects, including the Lao Cai - Vinh Yen 500kV transmission line and the national grid extension to Con Dao Island. These efforts aim to strengthen inter-regional grid connectivity, release power output, and improve the power supply reliability.
In the context of rising power generation costs in recent years, EVN and its member units have taken strong measures to reduce and save costs. For 2025, the goal is to achieve a minimum of 10% savings in regular operating and major maintenance expenses. EVN is also working closely with the National Power System and Market Operation Company Limited (NSMO) to ensure optimal operation of the power system and electricity market, thereby maintaining a safe and uninterrupted power supply.
