Readiness of power supply plans to support economic development and people's daily life

On the morning of 22 June, at the headquarters of the Ministry of Industry and Trade (MOIT), Minister Le Manh Hung chaired a working session with Vietnam Electricity (EVN) and relevant agencies to comprehensively review power supply assurance efforts during the first six months of 2026 and discuss solutions for the coming period amid increasingly complex weather conditions and continuously rising electricity demand.

Speaking at the meeting, Deputy Minister of Industry and Trade Truong Thanh Hoai emphasized that the current objective is to ensure a stable electricity supply through 2030 while proactively preparing solutions for the period up to 2035. He noted that power generation development is a long-term undertaking that requires years of preparation and planning. Therefore, the upcoming review of investment portfolios for power generation and transmission projects should not only address immediate supply requirements but also anticipate the needs of the economy over the next decade.

At the meeting, Minister of Industry and Trade Le Manh Hung emphasized that the growing demand for energy and the requirement to sustain economic growth present both challenges and opportunities for the energy sector to continue innovating and developing. However, in light of the country’s socio-economic development objectives for the coming years, particularly its ambitious growth targets, the energy sector must make even greater and more determined efforts in carrying out its assigned tasks. In this regard, EVN’s foremost priority is to ensure an adequate and reliable electricity supply for both the economy and the daily lives of the people.

Regarding electricity demand management, the Minister instructed EVN to direct its power companies to work closely with provincial Departments of Industry and Trade and electricity consumers to effectively implement energy-saving and energy-efficiency programs, demand response initiatives, and load-shifting measures. He also requested EVN to proactively coordinate with the Electricity Authority to propose appropriate policy recommendations.

Concerning the implementation and continued review of the revised Power Development Plan VIII (PDP VIII), the Minister called on EVN, power generation corporations, project management boards, and related entities to further study, evaluate, and propose highly feasible power generation and grid projects that can meet the evolving needs of the power system at each stage of development.

In addition, EVN was urged to continue studying and applying advanced technologies in its production and operational activities, accelerate digital transformation investments, and vigorously implement the objectives of Resolution No. 57-NQ/TW, as well as the strategic technologies and strategic technology products assigned to the MOIT.

During the first six months of 2026, Vietnam Electricity (EVN) successfully ensured an adequate power supply to support socio-economic development, people's daily lives, and major national political events, including the 14th National Congress of the Communist Party of Vietnam, the elections of deputies to the 16th National Assembly, and People's Councils at all levels. Total electricity generation and imports across the power system are estimated at 171.1 billion kWh, representing a 9.5% increase compared to the same period in 2025 and exceeding the baseline scenario by 3.1 billion kWh. Power sales reached approximately 151.8 billion kWh, up 9.67% year-on-year.

During the heatwave at the end of May, the national power system recorded a new peak demand of 57,189MW and a record daily electricity output of 1.21 billion kWh on 27 May, both setting new all-time highs. Faced with surging demand and increasingly extreme weather conditions, EVN, in coordination with the National System and Market Operator (NSMO), proactively implemented a comprehensive range of operational measures and flexibly dispatched available generation resources, including oil-fired backup units. As a result, the system successfully met record-breaking demand levels while maintaining safe and stable operations.

Alongside its power supply activities, EVN continued to accelerate investment and construction projects aimed at enhancing electricity supply capacity. Key priorities included strengthening transmission capacity between Northern and Central Vietnam, increasing electricity imports from Laos and China, facilitating the integration of new power generation sources into the grid, meeting rapidly growing electricity demand in major economic centers, and preparing power infrastructure for APEC 2027.

Several major power projects achieved important milestones during the period. These include Quang Trach I Thermal Power Plant, which is preparing for the commercial operation of Unit 1; Quang Trach II LNG Power Project, which has entered the survey and design phase; and the continued advancement of the Tri An Hydropower Expansion Project, Bac Ai Pumped Storage Hydropower Project, and Ninh Thuan 1 Nuclear Power Plant Project.

EVN has also identified electricity conservation, the development of rooftop solar power self-consumption systems, and the application of energy storage technologies as key solutions to strengthen national energy security. The Group continues to coordinate with local authorities in implementing Directive No. 10/CT-TTg on enhancing electricity-saving measures and promoting rooftop solar power development. At the same time, EVN has assigned its affiliated units to invest in approximately 2,000MW of Battery Energy Storage Systems (BESS), gradually improving the flexibility and resilience of the power grid.

In addition, EVN has directed its subsidiaries to intensify public communication campaigns on energy conservation, work closely with businesses on demand-side management and load-shifting programs, and further promote the efficient and economical use of energy.

During the meeting, representatives from several key organizations, including Northern Power Corporation (EVNNPC), Hanoi Power Corporation (EVNHANOI), Power Generation Corporation 1 (EVNGENCO1), National Power Transmission Corporation (EVNNPT), Petrovietnam, and Vietnam National Coal and Mineral Industries Group (TKV), reported on the electricity supply situation during the first six months of 2026. They also assessed the difficulties and obstacles encountered in implementing power generation projects, transmission grid projects, and fuel import activities, and proposed solutions to ensure electricity supply for the remaining six months of the year and in the medium and long term.
