Ministry of Industry and Trade’s plan for implementing National program on electrical safety in electricity use for 2026 - 2035 period

The Ministry of Industry and Trade (MOIT) has issued Decision No. 1427/QD-BCT dated 17 June 2026, promulgating the Ministry’s implementation plan for Decision No. 609/QD-TTg dated 3 April 2026 of the Prime Minister, which approved the National Program on Electrical Safety in Electricity Use for the 2026 - 2035 period.
Accordingly, by 2030, the program aims to fully develop and complete mechanisms, policies, and legal regulations on electrical safety for issuance by competent authorities or submission to higher authorities for promulgation. It also targets a 20% reduction in the number of fires caused by electrical short circuits and electrical shock accidents compared with the 2020–2025 period.
At the same time, the program seeks to effectively implement scientific research, technology application, and technology transfer activities in the field of electrical safety, with the following key outcomes:
- Establishing a database on electrical accidents and fire/explosion incidents primarily caused by electricity; developing a comprehensive electrical safety database to support data collection, statistics, monitoring, management, and policymaking in the electrical safety sector. The database will ensure data standardization, connectivity, sharing, and regular updates among agencies, organizations, and local authorities in accordance with relevant regulations.
- Researching, applying, and transferring technologies for the production of intelligent electrical safety protection devices, while encouraging the installation of such devices in manufacturing facilities, residential buildings, commercial establishments, and service facilities.
By 2035, the program aims to achieve a 50% reduction in the number of fires caused by electrical short circuits and electrical shock accidents compared with the 2020–2025 period. In addition, 100% of electrical equipment and appliances manufactured, imported, or circulated in the market must be subject to quality control and comply with the relevant standards and technical regulations.
The plan also encourages the installation of intelligent electrical safety protection devices in electrical systems used in manufacturing facilities, residential buildings, commercial establishments, and service facilities, with the long-term goal of achieving full deployment across all production, business, and service entities. Efforts will also be made to complete and expand the application of research outcomes, scientific and technological innovations, and technical solutions related to electrical safety in line with practical conditions.
Vietnam Electricity (EVN) and other relevant units under the Ministry have been assigned to coordinate in strengthening communication and public awareness campaigns to improve the understanding of organizations, individuals, and communities regarding electrical safety. They are also tasked with enhancing the capacity of personnel responsible for management, consultancy, and guidance on the safe use of electricity.
