Design and implementation of Vietnam's power DR program

The topic of a seminar organized by the Electricity Regulatory Authority of the Ministry of Industry and Trade in collaboration with the German Development Cooperation (GIZ) on June 23, in Hanoi.

Mr. Tu Van Hung - Electricity Regulatory Authority said that the national program on demand side management (DSM) for the period 2018 - 2020, with a vision to 2030 was approved by the Prime Minister in Decision No. 279/QD-TTg dated 8 March 2018. In which, the power demand regulation (DR) program has been identified as the focus. The specific goal is to strive to reduce the peak load capacity of the national power system to 1,000MW by 2025, and 2,000MW by 2030.

To realize that goal, appropriate mechanisms for implementing DR are needed. Vietnam has been referring to international experiences, thereby proposing to perfect the legal framework for Vietnam's power demand adjustment programs.

At the seminar, the participants heard information about the financial incentive mechanism on Critical-Peak-Price (CPP), the direct financial incentives and the cost-benefit analysis methods of incentive mechanisms. At the same time, the access aspects to information about DR programs in the United States, Korea, Australia, and France were presented by GIZ representatives and consultants.

Mr. Tran Viet Nguyen, Vice President of the Sales Department of EVN, said that the DR program has been piloted by EVN since 2015. By 2021 and 2022, EVN's power units have signed agreements to implement non-commercial DR with more than 10,000 customers, the potential DR is expected to be at about 2,100MW.

“The non-commercial DR program is entirely based on the client's voluntary participation. EVN also provides many care and support services to customers participating in DR. However, as this is a voluntary program, there is no financial mechanism for customers, hence it is very difficult to be implemented in the long term. There should be a commercial DR mechanism soon, a mechanism for intermediaries to intensively participate in the DR market and ancillary services," said Mr. Tran Viet Nguyen.

At the seminar, the participants also shared problems in implementing non-commercial DR; proposed solutions to effectively implement the DR program in Vietnam in the coming time.
