EVN requests renewable energy project owners to promptly provide sufficient project information to perform the formulation of an electricity generation price bracket for transitional renewable energy projects

On October 21 in Hanoi, the Electricity Regulatory Authority of Vietnam (under the Ministry of Industry and Trade) and Vietnam Electricity (EVN) co-hosted a meeting with renewable energy project owners on the formulation of an electricity generation price bracket for transitional wind and solar power plants.

According to Circular No. 15/2022/TT-BCT dated October 3, 2022 (Circular 15) stipulating the method of formulating electricity generation price bracket for transitional solar and wind power plants,  within 15 days from the effective date of the Circular (from November 25, 2022), project owners of terrestrial and floating solar farms who have signed power purchase agreements before January 1, 2021, and project owners of on-shore and near-shore wind power plants who have signed power purchase agreements before November 1, 2021 are responsible for providing their feasibility study reports or technical designs to EVN. Within 45 days from the effective date of Circular 15, EVN is responsible for calculating and formulating an electricity generation price bracket for terrestrial, floating solar farms,  on-shore and near-shore wind power plants ​​to send to the Electricity Regulatory Authority (Ministry of Industry and Trade) for appraisal.

Although Circular 15 will not take effect until November 25, 2022, with the aim of avoiding the waste of resources of RE projects, the Electricity Regulatory Authority and EVN are looking forward to getting results of calculating an electricity generation price bracket for transitional renewable energy projects in an early manner. Recently, the Electric Power Trading Company (EVNEPTC), as authorized by EVN, sent an urgent Document No. 7135 dated October 12, 2022 to 293 companies/projects that have signed contracts with EVN, requesting them to promptly provide data preferably no later than October 21, 2022. However, according to the Director of EVNEPTC, as of the morning of October 21, EVNEPTC received dossiers from only 59 companies/projects (accounting for more than 20%). Through a preliminary assessment of the submitted dossiers, some companies/projects have sent insufficient or incomplete information as requested.

EVN’s President and CEO Tran Dinh Nhan asked project owners to cooperate in providing information on October 21, 2022. EVN will try to process the information as quickly as possible to expeditiously formulate an electricity generation price branket, and promptly report to the Ministry of Industry and Trade.
