At on-site inspection, EVN’s Vice President Pham Hong Phuong (second from right) notes that many Hoa Binh Hydropower Plant Expansion project items were ahead of schedule
Overall construction volumes of the project in the third quarter of 2024 achieved positive results. Concreting water intake reached 158% of the plan; concreting tunnel No. 1 and tunnel No. 2 reached 184% and 136% of the plan, respectively; concrete pouring of vertical shaft No. 2 reached 138% of the plan.
Director of EVNPMB1 Bui Phuong Nam said that the concreting of water intake has reached the highest elevation of 106.7m. At the powerhouse construction area, the installation of turbine wells for units 1 and 2 and auxiliary equipment systems has been completed according to the concrete work schedule.
As for the water tunnel, this is the largest cross-mountain hydropower water tunnel in Vietnam, with a tunnel diameter of nearly 14m. The construction is complex with many challenges, but the contractor has made efforts to invest in technology, equipment, and manpower arrangements to satisfactorily carry out the work.
At the on-site inspection of the water tunnel item, EVN’s Vice President Pham Hong Phuong highly appreciated the contractor's construction work for ensuring good surface concrete quality.

Works on the construction site have been actively and synchronously implemented. The quality management work is done by the supervision consultant according to regulations. Test results show that the quality of concrete and related materials meets technical requirements.
Regarding environmental work, periodic sampling of water, air, and noise environments has been conducted at the construction site. The results show that all indicators are within the allowable limits according to current regulations.
Hoa Binh Hydropower Plant Expansion project construction has been accelerated
Ready to complete the construction plan in 2024
In the fourth quarter, the construction site set a number of important goals such as: concreting the water intake to a height of 120.7m; Pouring concrete the powerhouse structure in the downstream area to a height of 31m; Accelerating the installation progress of steel lining segments and concreting water tunnel; Accelerating the construction of the 500kV connection line of the project, etc.
With construction work, contractors continue to urgently mobilize additional human resources, and equipment and make detailed plans for construction volume by weeks, months, and quarters to ensure the construction progress on schedule and with satisfactory quality. Contractors need to continue strictly complying with labor safety requirements, ensuring health and environmental hygiene at the construction site.
The design consulting unit needs to coordinate closely with the Project Management Board, the supervision consultant, and the construction contractors to closely follow the construction progress and handle design issues during the construction and equipment installation; Continue to coordinate with units to adjust complete technical designs, ensuring practical conditions on the construction site. With machine installation work, the EVN leader required control of scheduling work between construction contractors and installation contractors, so that they can coordinate smoothly, and prepare workforces to participate in work on the construction site.

Once Hoa Binh Hydropower Expansion project comes into operation (2025), it will increase the ability to exploit peak capacity generation for the national power system, improve frequency regulation capabilities, safety, stability, and efficiency of the national power system; Provide the national power system with about 500 million kWh/year, creating conditions for maximum exploitation of excess water being discharged every year during the flood season of the existing Hoa Binh Hydropower Plant to generate electricity; At the same time, it contributes to reducing the operation intensity of existing power units, thereby extending the lifetime of equipment and saving maintenance costs.
Hoa Binh Hydropower Expansion project:
- Total investment cost: More than VND 9,220 billion
- Special level construction project, 2 units with total designed capacity of 480MW
- Construction location: Right bank of the existing Hoa Binh Hydropower Dam
- Investor: Vietnam Electricity
- Power Project Management Board 1 manages the project implementation.
