MOIT promulgates power supply plan in dry season peak of 2024

The Ministry of Industry and Trade (MOIT) issued Decision No. 3376/QD-BCT dated December 29, 2023, approving the Power supply plan for the peak dry season months (May, June, and July) of 2024.

Accordingly, the plan was approved at the request of Vietnam Electricity (EVN) in Official Dispatch No. 7726/EVN-KH+KTSX, dated December 22, 2023, to reserve for operating power supply assurance for the national electricity system with the total power produced by plants (at generator terminals) and imported by the whole country in the peak months of the dry season in 2024 is 109.183 billion kWh.

MOIT requests that corporations, groups, relevant organizations, and individuals thoroughly and effectively implement the tasks assigned in Decision No. 3110/QD-BCT dated November 30, 2023, approving the Plan for power supply and operation of the national electricity system in 2024.

In particular, MOIT assigned EVN to: Announce the power supply plan for the peak dry season months in 2024, including the plan to mobilize monthly electricity output according to Option 2 stated in Official Dispatch No. 7726/EVN-KH+KTSX for investors of power plants and related units so that units can proactively plan and prepare appropriate reserves for power production.

Before March 15, 2024, EVN shall review, update, and make a report to MOIT on the Electricity Assurance Plan for the national power system (including the fuel preparation plan for thermal power plants), especially the North during the peak months of the dry season in 2024 with scenarios to control and respond to difficulties in power supply, and have backups to ensure response to extreme situations, incidents, and stacking difficulty.

Strengthening coordination in providing information with Vietnam Oil and Gas Group, Vietnam Coal and Mineral Industry Group, and Dong Bac Corporation on updating fuel demand for power production throughout the system.

Directing the National Power System Dispatch Center to closely coordinate with hydropower reservoir management and operation units to regularly update and closely follow the hydrological situation of hydropower reservoirs to have an optimal and efficient reservoir operation plan in compliance with regulations and operating procedures for multiple and single reservoirs, ensuring security and safety of power supply.

Strengthening the direction and management of power generation units under its management in terms of maintenance, repair, and good preparation of conditions to ensure safe and stable power production according to the operating plan and mobilization of the national electricity system; Closely monitoring and supervising the operation of the power plant's equipment to prevent subjective incidents from occurring; Strengthening inspection and consolidation of equipment, fixing defects to ensure improved operational reliability, improving power generation capacity of generating units, and minimize generating unit incidents.

Directing the National Power Transmission Corporation, the National Power System Dispatch Center, and the Power Corporations to coordinate in reviewing the 500-220-110kV power grid operation plan; Inspecting and reviewing generating units shedding units, special shedding systems throughout the power system, and low-frequency load shedding relay system (F81) to respond to incidents serious problem on the North-South 500 kV transmission grid when in high transmission, and so on.

Deploying electricity-saving work in the whole industry, coordinating with the People's Committees of provinces and centrally-run cities and electricity customers to implement electricity-saving solutions, and promoting the implementation of programs of demand response and electricity load adjustment.
