On 30th October 2015, the Ministry of Industry and Trade approved the feasibility study report for the project of power supply for rural areas from the national grid in the period of 2015-2020 for 19 provinces and cities across the country, including two sub-projects in Bach Long Vy island district (Hai Phong City) and island communes of Kien Giang province.
The overall objectives of the projects are to connect the MV and LV power networks from the national grid to households of villages and hamlets where there is no electricity; supply power for households who have not been officially supplied with power, thereby meeting the requirements of socio-economic development, gradually improving educational level for ethnic minorities in remote, border and island areas, ensuring security and socio-political stability in the areas. Besides, a number of projects are carried out to supply power for small and medium scale pumping stations in some localities.
Accordingly, the executive agency is the Ministry of Industry and Trade, the project coordinating agency is Vietnam Electricity, the project owners are Northern Power Corporation (EVNNPC), Central Power Corporation ( EVNCPC) and Southern Power Corporation (EVNSPC). The project duration is from 2015 to the end of 2020. Of the total investment of VND 11,000 billion, 85% is from the central budget (direct grant or from ODA, and other preferential funds) and the remaining 15% is arranged by the owners in line with financing plan from the central budget.
Target set out by 2020 is EVN ensures that the majority of rural households will have access to electricity.
As one of the provinces benefiting directly from the project, with its complex topographical features and most of the households in the project area locating in remote locations, the project in Soc Trang province is one of the projects with highest investment rate. Additionally, Soc Trang coast is also highly affected by climate change, etc.
Despite clearly identifying the difficulties ahead, with experiences gained from the implementation of previous rural power projects, Soc Trang Power Company would seek for any solutions to overcome the obstacles. At the same time, it is neccessary that the Provincial People’s Committee takes stronger actions in propagating and mobilizing the project beneficiaries to understand the practical benefits brought by the project, thus actively contributing their part of compensation, volunteerily carrying out site clearance, especially for low voltage network.
In addition, the project owners, i.e. power corporations/companies must actively coordinate with local governments at all levels to review the investment portfolio in line with the overall planning, to unify the list of investment priorities, to implement synchronously all work items in order to avoid overlapping categories with other projects in the same area; to coordinate to perform the site clearance and compensation in accordance with current regulations and progress of the Project (medium voltage network, if any).
With its efforts and all the results achieved so far, it is believed that EVN will ensure the target set out by 2020 that majority of rural households across the country would have access to electricity.
