Ministry of Industry and Trade and Commission for Management of State Capital at Enterprises work with Vietnam Electricity

On February 15 in Hanoi, Mr. Nguyen Hong Dien - Minister of Industry and Trade (MOIT) and Mr. Nguyen Hoang Anh - Chairman of the Commission for the Management of State Capital at Enterprises (CMSC) co-chaired a working session with the Vietnam Electricity (EVN) on a number of investment projects in the construction of power sources and power grids, the financial balance of EVN in the 2022-2023 period and the formulation of a plan for the average retail price of electricity in 2023.

Minister of MOIT Nguyen Hong Dien highly appreciates EVN's efforts in ensuring power supply for socio-economic development of the country and people's daily life.

At the meeting, EVN's General Director Tran Dinh Nhan reported on the performance of power production and business in 2022 and EVN's plan projected for 2023; in which solutions and recommendations are proposed to MOIT and CMSC to ensure electricity production and business activities in 2023.

Specifically, for construction investment, it is required to settle recommendations related to gas supply for thermal power plant projects in O Mon and Dung Quat Power Centers; appraise the technical design in phases for the rest of the Quang Trach I Thermal Power Plant project; appraise technical design report of Bac Ai pumped-storage hydroelectric project; complete the report to the Prime Minister on the load demand and power supply plan for Con Dao island district; ensure sufficient coal supply for thermal power plants.

For the formulation of plans to adjust the average retail electricity price in 2023, the Minister directed EVN to closely follow and comply with the implementation process as prescribed in Decision No. 24/2017/QD-TTg dated June 30, 2017 of the Prime Minister on stipulating the mechanism for adjusting the average retail electricity price. The adjustment of electricity prices needs to be fully calculated, assessed and considered in terms of the impact on inflation, people's lives and the Government's macroeconomic management and in accordance with regulations.

In addition, MOIT also directed EVN to actively participate in proposing amendments and supplements to the current regulations on the mechanism for adjusting retail electricity price, retail electricity tariff structure in the Prime Minister's decisions, electricity price mechanism, the electricity market in the Vietnam Electricity Law, DPPA direct electricity purchase and sale mechanism to ensure that electricity prices fully reflect market factors, creating an equal environment among stakeholders in electricity activities.

For CMSC, Chairman Nguyen Hoang Anh directed EVN to implement solutions to remove difficulties and obstacles in investment and construction of power projects such as expanded O Mon. III, Tri An and coordinate with relevant agencies to complete a report to the Prime Minister for consideration on solutions to ensure the balance of electricity production and business results in 2022, including relevant contents related to evaluating and ranking businesses.
