Previously, on 25 November 2023, the Prime Minister issued Official Dispatch No. 1223/TTg-KTTH on the handover of Phu My 3 and Phu My 2.2 BOT power plants, which assigned EVN to carry out the task of receiving, operating, trading, maintaining and preserving BOT Phu My 3 and Phu My 2.2 power plants.
On 4 December 2023, the Ministry of Industry and Trade issued Official Dispatch No. 8610/BCT-DL on the handover and reception of Phu My 3 and Phu My 2.2 BOT Power Plants, directing EVN to carry out tasks related to the handover and reception of two BOT power plants, report to the Ministry of Industry and Trade the contents by legal regulations.
Speaking at the ceremony, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that the Phu My 3 thermal power plant project is a 100% foreign-invested power source project in the form of a public-private partnership (Construction - Operation - Handover Contract). The plant was first assigned by the Vietnamese Government to foreign investors after opening up and integrating into the international economy.
The Deputy Minister of Industry and Trade also requested EVN to make efforts to ensure the availability and reliable operation of Phu My 3 Power Plant after receiving it, contributing to ensuring electricity supply to serve socio-economic development and the people's needs.

According to Mr. Thiraviam Jothilingram, General Director of Phu My 3 Power Company Limited, the Phu My 3 Thermal Power Plant project with a capacity of 715MW in Ba Ria - Vung Tau is a combined cycle gas turbine plant, using domestic gas sources and implemented by 3 foreign investors, including Sembcorp, Kyuden International Corporation and Sojitz Corporation. The project began commercial operation on 1st March 2004 and after 20 years of operation, the project has contributed 90 billion kWh of electricity to Vietnam's electricity system. At 00:00 on 1st March 2024, the plant was successfully handed over to Vietnam Electricity for continued exploitation and operation.
After receiving and handing over the plant, Vietnam Electricity will continue to exploit and operate it and it is expected that the plant will annually contribute about 4.6 billion kWh to the national electricity system, contributing to ensuring energy security and stabilizing the electricity system, serving socio-economic development and people's benefits in the coming time.
It is known that after the Prime Minister issued an official document assigning EVN to receive, EVN urgently implemented related work, assigning Power Generation Corporation 3 (EVNGENCO3) as the unit to directly manage and operate Phu My 3 BOT Power Plant.
Phu My 3 Thermal Power Plant
According to EVNGENCO3's quick report, at 00:00 on 1st March 2024, the operation, repair handover, and reception of Phu My 3 Power Plant between Phu My 3 BOT Company and EVNGENCO3 was successfully implemented. After the handover time, Phu My 3 Power Plant is operating under the mobilization of the National Power System Dispatch Center.
