Signing long-term coal supply cooperation agreement between EVN and Vietnam National Coal – Mineral Industries Group (Vinacomin) and Dong Bac Corporation

On September 20, in Hanoi, a conference was organized among  EVN and Vietnam National Coal – Mineral Industries Group (Vinacomin), and Dong Bac Corporation in order to agree upon and sign a cooperation agreement on long-term coal supply for EVN’s thermal power plants using anthracite coal.

At the conference, leaders of EVN, Vinacomin, and Dong Bac Corporation expressed determination, accountability, and high consensus on the coordination and cooperation. EVN, Vinacomin and Dong Bac Corporation have gone through a process of discussion and negotiation to come up with the cooperation agreement with the goal of ensuring a stable, long-term coal supply for electricity generation of EVN's power plants; simultaneously facilitating Vinacomin and Dong Bac Corporation’s coal production and import management to meet coal needs of EVN's thermal power plants.
Providing enough anthracite coal for electricity generation is identified as a political task. After signing the agreement, the leaders of EVN, Vinacomin and Dong Bac Corporation shall report to the Prime Minister, ministries and authorities to create a legal basis for Vinacoalmin and Dong Bac Corporation to deploy solutions such as investment, increasing production output or importing volume, etc. to ensure coal supply for electricity generation.

EVN’s Chairman of the Board of Directors Dang Hoang An emphasized that both coal suppliers and coal consumers for electricity generation need to clearly understand that: the electricity supply for the country's economic development and the coal supply for electricity generation are both the utmost important political tasks. Jointly undertaking the national energy security mission, EVN, VinaComin and Dong Bac Corporation should unite, collaborate and cooperate with each other to carry out the assigned tasks. Ensuring coal supply for power generation needs to be implemented as early as 2024 and all power generation companies under EVN shall have to conclude their coal supply contracts as early as September 2023.
Based on the agreement, Mr. Dang Hoang An hopes that the coal processing industry shall develop better. Simultaneously, power plants need to be attuned to secure operating more stably, incident-free, with low consumption, etc.
At the conference, EVN’s CEO Tran Dinh Nhan, Vinacomin’s CEO Dang Thanh Hai, and leaders of EVNGENCOs discussed in details some subjects in order to reach consensus and sign the agreement.

The parties agreed on the principle that Vietnam National Coal - Mineral Industries Group and Dong Bac Corporation shall be politically responsible for providing a sufficient amount of anthracite coal to all EVN/EVNGENCO’s thermal power plants from 2024 and the following years, throughout the whole operation lifetime of the power plants; the volume, quality, and progress of supply are subject to the annual plan agreed by the parties in the 5-year plan.
