The Workshop on Developing National Program on energy saving and efficient use in the period 2019 -2030, organized by the Ministry of Industry and Trade in collaboration with the World Bank on 22 June, 2018.
Ms. Nguyen Thi Lam Giang, Deputy Director General of Department of Energy Saving and Sustainable Development (Ministry of Industry and Trade), said: “We do expect this Program to achieve the target of saving energy in the whole society, reducing the energy intensity of our economy, aiming at green growth, reducing greenhouse gas emissions and sustainable development. At the same time, it will significantly contribute to implementing Vietnam's commitment to reducing greenhouse gas emissions in the 2015 Paris Agreement”.
The program is designed to strengthen the enforcement of the Law on energy saving and efficient use through synchronously, seriously implementing management and technical solutions, in which focusing on the energy-intensive industries possibly polluting the environment, transport and construction; promoting the implementation of schedule for mandatory energy labeling, removing backward energy-intensive equipment, etc.
Under the content of the Program’s Draft, 8-10% of total commercial energy consumption nationwide will be saved during the 2019 -2030period, equivalent to 50-60 million TOE; minimizing 8% energy consumption of energy-intensive industries, etc.
It was shared by Mr. Trinh Quoc Vu - Deputy Director General of Department of Energy Saving and Sustainable Development that, in the developed Program, the Ministry of Industry and Trade shall propose the incentive mechanism for key production establishments of energy using as well as small and medium-scale enterprises aiming at helping units in different economic sectors improve energy efficiency.
The mechanisms may include establishing a Fund to support small and medium-scale enterprises to save energy; or promote the market of energy services - ESCO to be developed so as to gradually develop a sustainable energy-saving market operating under the market mechanism, attract the participation of private and foreign sectors, and strengthen the public-private partnership in the field of energy saving.
At the Workshop, experts from the World Bank also shared their experiences in energy saving and efficient use from countries around the world such as China, India, etc., to help Vietnam with lessons learned in the implementation process.
