'Technical issues related to grid connection, operation management and development of offshore wind power projects'

This is the topic of a workshop jointly organized by Vietnam Electricity (EVN) and the German Agency for International Cooperation (GIZ) on April 12, in Hanoi. The workshop was chaired by EVN’s Vice President Pham Hong Phuong.

Speaking at the opening of the workshop, Vice President Pham Hong Phuong said that, facing the requirements of ensuring energy security in parallel with sustainable economic development, the electricity industry faces many challenges in order to ensure adequate and quality power supply at an appropriate cost. At the UN Climate Change Conference 2021, the Government of Vietnam made a strong commitment to be carbon neutral by 2050.

According to the draft National Power Development Plan for the period 2021-2030, with a vision to 2050, submitted by the Ministry of Industry and Trade to the Prime Minister for approval, it is expected that Vietnam's offshore wind power development plan by 2030 will put into operation at the capacity of 7GW. Therefore, Vietnam needs to have an active preparation process with appropriate policies to shorten the implementation time.

Mr. Markus Bissel, Project Manager of Vietnam - Germany Energy Partnership at GIZ affirmed that Germany is ready to share experience, expertise and technology in the field of offshore wind power.

Mr. Markus Bissel, Project Manager of Vietnam - Germany Energy Partnership at GIZ, said that Vietnam is a country with great potential for offshore wind power development. Offshore wind power is still new to Vietnam. Normally, it takes at least 7-9 years for a country's first offshore wind project to come into operation. Therefore, there is an urgent need to adjust the policy and regulatory framework in order to successfully achieve the set target and achieve net zero emissions by 2050. Germany is ready to share its experience, expertise and technology in the field of offshore wind power to support Vietnam in an efficient energy transition.

Mr. Markus Bissel added that the relevant parties supporting Vietnam's electricity industry have reached an agreement to build an expert group in charge of offshore wind power development to create a dialogue channel to share international experiences and practices so as to support offshore wind power development in Vietnam. The expert group in charge of offshore wind power development is an effective instrument to mobilize technical support for consulting services such as policies on marine spatial planning and licensing process; policies on integrating renewable energy into the power grid; bidding mechanisms, and so on.

At the workshop, the delegates exchanged enthusiastic discussions on such issues as Vietnam's offshore wind power development plan; challenges and opportunities in offshore wind power development; experience of international experts in grid connection; experience in managing, operating and developing offshore wind power projects, and so on.
