Electricity Regulatory Authority of Vietnam works with EVN on electricity market operation

On April 5, in Hanoi, Mr. Tran Viet Hoa - Director of the Electricity Regulatory Authority of Vietnam (Ministry of Industry and Trade) and Mr. Tran Dinh Nhan – President and CEO of EVN had a working session on the operation of the electricity market, reviewing the cost of buying electricity in the electricity market. EVN had comments on the draft decision to replace Decision 24/2017/QD-TTG on the mechanism for adjusting the average retail electricity price.

The plan for electricity supply and operation of the national power system in 2023 has been approved by the Ministry of Industry and Trade at Decision No. 2976/QD-BCT dated December 30, 2022. This decision clearly states that Vietnam Electricity (EVN) must play its leading role and take the main responsibility for ensuring electricity supply for socio-economic development requirements and people's daily life with good quality, stability, reliability and safety; promptly report to competent authorities to settle matters beyond their competence. At the same time, EVN has to closely monitor and continuously update actual changes in electricity loads, operating conditions of the power system and the electricity market, ensuring a safe, stable and reliable power supply for the national power system in 2023. In case there are abnormal effects on the electricity supply security, EVN is responsible for promptly reporting to the Ministry of Industry and Trade for consideration and direction.

According to Decision No. 2976, the total electricity produced by power plants (at generators) and imported by the whole country in 2023 is 284.5 billion kWh, of which 137.1 billion kWh is in the dry season and 147.4 billion kWh in the rainy season. The actual electricity purchase volumes of power plants (according to power purchase agreements, electricity price offer plans) will be determined according to the relevant regulations on electricity prices and the electricity market.

Then, at Decision 238/QD-DTDL of the Electricity Regulatory Authority issued on December 30, 2022, the electricity market operation plan for 2023 has been approved. However, in reality, the fluctuation of fuel prices has a direct impact on the dispatching order of power plants in the electricity market as well as on the electricity market operation.

At the meeting, EVN reported to the Electricity Regulatory Authority of Vietnam on difficulties and obstacles in the operation of the electricity market, the cost of buying electricity in the electricity market, etc. that need to be resolved.

At the same time, EVN also contributed comments on the draft decision to replace Decision 24/2017/QD-TTG regulating the mechanism for adjusting the average retail electricity price (being widely published by the Ministry of Industry and Trade for comments since September 2022).

EVN’s President and CEO Tran Dinh Nhan hoped that in the coming time, EVN would maintain working regularly with the Electricity Regulatory Authority, thereby, promptly reporting and exchanging issues, towards the goal of ensuring the electricity supply for the needs of socio-economic development and people's daily life with good quality, stability, reliability and safety.
