2025: EVN steadfastly overcomes challenges, creating momentum for sustainable development

In 2025, EVN ensured a safe and stable power supply amid numerous challenges. At the same time, EVN made strong breakthroughs in developing energy infrastructure, achieving the highest investment disbursement among state-owned groups and corporations. Many other achievements of EVN were also highlighted at the Conference to summarize the performance of 2025 and deploy tasks for 2026.

Also attending were representatives of departments under the Government Office; departments under MOIT and MOF; the National Power System and Market Operator Company Limited (NSMO); leaders of Vietnam National Industry – Energy Group (PVN), Vietnam National Coal – Mineral Industries Group (Vinacomin), Dong Bac Corporation, and others.

On the EVN side were Dang Hoang An – Chairman of EVN Board of Directors; Nguyen Huu Tuan – Standing Deputy Secretary of the EVN Party Committee; Nguyen Anh Tuan – EVN President and CEO; members of the EVN Board of Directors; EVN Vice Presidents; and leaders of EVN’s corporations, companies, and units.

Ensuring power supply for socio-economic development and major political events, and improving customer service quality

According to EVN’s report, by the end of 2025, the total installed capacity of the national power system (excluding imported electricity) reached approximately 87,600MW, an increase of about 6,400MW compared to that of 2024. Vietnam’s power system ranked second in ASEAN in terms of installed capacity.

Total commercial electricity output of the Group in 2025 was estimated at 287.9 billion kWh. The power supply reliability of the Group and its member units continued to improve, with the Group-wide SAIDI index estimated at 230 minutes, surpassing the early-year target (233 minutes).

Amid rapidly growing electricity demand and volatile operating conditions, EVN clearly demonstrated strong operational and adaptive management capabilities. The Group’s Steering Committee for Ensuring Power Supply in 2025 operated effectively, closely monitoring actual developments and proactively coordinating with NSMO to synchronously deploy power source operation solutions, reasonably regulate reservoirs, and strengthen supply for the system. At the same time, EVN’s leadership regularly issued strong directives for units to coordinate with partners to ensure fuel supply for power generation, enhance technical discipline, and improve operation and management quality.

Alongside ensuring power supply, EVN continuously improved business operations and customer services, placing customers at the center. Currently, 100% of electricity services are provided online at Level 4 via the National Public Service Portal, provincial public service portals, and public administrative centers, creating maximum convenience for citizens and businesses in accessing and using electricity services.

Customer services continued to be strongly digitalized, with constant process improvements to enhance service quality and customer experience. The proportion of electronic transactions across EVN reached 99.69%, clearly reflecting the effectiveness of digital transformation in the electricity business and services. Notably, EVN has developed and is finalizing the EVN Customer Care application, ready for unified nationwide deployment, aiming to provide synchronized, professional, and increasingly customer-friendly services.

Breakthroughs in construction investment and development of national power infrastructure

In 2025, closely following the direction of the Government, the Prime Minister, and ministries and sectors, EVN and its member units concentrated resources on investing in key power source and grid projects. Construction investment across the Group continued to achieve outstanding results, marking the second consecutive year of surpassing plans. Disbursement value reached VND 125,778 billion, up 14.7% compared to that of 2024, setting the highest disbursement level among state-owned groups and corporations, affirming EVN’s core role in developing national energy infrastructure.

During the year, the Group continued its journey of building large-scale, transformative energy projects. EVN and its member units commenced major projects such as the Tri An Hydropower Plant Expansion and the Bac Ai Pumped Storage Hydropower Project. Many key power source and grid projects were completed and put into operation, notably the Hoa Binh Hydropower Plant Expansion; the Lao Cai – Vinh Yen 500kV transmission line; the Con Dao power supply project – featuring the longest subsea power cable in Southeast Asia; and oil firing of Unit 1 at Quang Trach 1 Thermal Power Plant.

Regarding power grid development, in 2025, EVN and its units commenced construction of 215 projects and completed energization of 260 projects at voltage levels from 110kV to 500kV, adding approximately 27,000MVA of capacity and 3,900km of transmission lines, thereby enhancing transmission and distribution capacity and improving the operational reliability of the national power system.

Power corporations made great efforts to mobilize capital to invest in power supply for disadvantaged, remote, and isolated areas in provinces such as Dien Bien, Tuyen Quang, Lai Chau, Son La, Kien Giang, and Quang Tri, supplying electricity to more than 5,000 households previously without power. In particular, EVN implemented investments to supply electricity to 129 electric and signal “blind spots” in remote areas in the Northern and Central regions, in line with Government directives.

Thanks to these persistent efforts, by the end of 2025, 100% of communes nationwide had access to electricity, and 99.85% of households were using electricity, including 99.77% of rural households.

Innovation across all operations, profitable business performance surpassing targets assigned by MOF

With the implementation of comprehensive and decisive solutions, the Group’s production and business activities were profitable, surpassing targets assigned by MOF. In 2025, the Group’s contribution to the State budget was estimated at VND 26,351 billion.

A notable highlight is that research and development in science and technology, innovation, and digital transformation have been implemented in a synchronized and extensive manner, achieving many outstanding results. EVN’s digital transformation efforts have focused on three key pillars: transforming information technology systems in line with the new administrative and governance model; connecting and sharing data with the National Database and the Government to ensure end-to-end online public services; and coordinating efforts to eliminate electricity “blind spots” to extend digital infrastructure to villages and hamlets. To date, EVN has basically completed the development of core foundational databases, creating an important foundation for modern governance and subsequent stages of digital transformation.

At the same time, movements promoting creative labor and innovation were strongly encouraged and widely spread throughout the Group, creating a vibrant spirit of emulation at all levels. During the year, more than 60 EVN-level initiatives and over 1,500 grassroots-level initiatives were recognized.

Alongside business operations, in 2025, EVN and its units continued to carry out meaningful social welfare activities, demonstrating social and community responsibility in line with each unit’s actual conditions. In 2025, EVN and its units contributed to and supported social welfare projects and activities with a total value of over VND 146.5 billion.

Sustainable development in new era of growth

The year 2026 holds special significance as the first year of implementing the 2026–2030 five-year socio-economic development plan, opening a new phase of national development in an era of strong growth and prosperity. For EVN, the Group has set out important objectives, laying the foundation for sustainable development in the coming period.

First, to ensure power supply for the country’s socio-economic development and people’s livelihoods, especially a safe and stable power supply for the 14th National Congress of the Communist Party of Vietnam and major political and social events in 2026.

Second, to make strong, focused efforts in investment and construction, ensuring progress and quality of power source and grid projects, including commencing construction of 11 power source projects; completing commercial operation of Quang Trach I Thermal Power Plant; and putting key grid projects into operation to ensure power supply, power import interconnection, and power source integration.

Third, to resolutely, synchronously, and effectively implement solutions for thrift and waste prevention across all fields, ensuring profitable business results in 2026, gradually improving the Group’s financial health, and ensuring sustainable development.

Fourth, to continue restructuring and streamlining the organizational apparatus toward effective and efficient operations, improving institutional frameworks, strengthening decentralization and delegation of authority to enhance governance efficiency and labor productivity; focusing on developing high-quality human resources; and strongly promoting science and technology, innovation, and digital transformation to meet requirements in the new context.
