Also attending the working session were Mr. Hoang Vuong, Director General of the Department of Industry under the Government Office, and Mr. Nguyen Khac Duc, Deputy Director General of the Department of Industry under the Government Office.

On the EVN side were: Mr. Dang Hoang An – Secretary of the Party Committee, Chairman of the Board of Directors of EVN; Mr. Nguyen Huu Tuan – Standing Deputy Secretary of the Party Committee of EVN; Mr. Nguyen Anh Tuan – Deputy Secretary of the Party Committee, President and CEO of EVN, along with members of the Board of Directors, the Executive Managements, EVN's Supervisory Controller, the Standing Committee of the Vietnam Electricity Trade Union, representatives of the leadership of specialized departments and the EVN Office.

In his directive remarks, the Deputy Prime Minister emphasized that, amid continued difficulties in both the international and domestic contexts, EVN had successfully fulfilled its task of ensuring power supply for socio-economic development, national defense, and security, thereby making an important contribution to the country’s GDP growth of over 8% in 2025.

In particular, the Government highly appreciated EVN for ensuring a safe and continuous power supply during the Lunar New Year of the Horse 2026, with no power shortages in any locality, thereby contributing to a joyful and warm Tet holiday for people nationwide after a year marked by numerous difficulties caused by natural disasters and floods.

In 2026, Deputy Prime Minister Bui Thanh Son requested EVN to continue to promote a proactive and forward-thinking spirit, focusing on ensuring sufficient power supply to meet the economic growth target of over 10% in the context of a strong shift in the growth structure towards high-tech industries such as semiconductors, artificial intelligence, data centers, etc., which require increased power demand.

The Deputy Prime Minister requested EVN to maintain a power growth rate of 15% or higher, effectively implement the revised Power Development Plan VIII, and accelerate key national power generation and transmission projects, ensuring their completion on schedule and with high quality to meet socio-economic development requirements.

Regarding the power transmission sector, the Deputy Prime Minister highly appreciated the results EVN has achieved in implementing key national projects in the past, and at the same time requested EVN to continue expanding and improving the transmission system, ensuring synchronization between power generation and transmission infrastructure development, preventing situations in which power sources are completed while transmission infrastructure remains unavailable.

Regarding international cooperation, the Deputy Prime Minister requested EVN to continue promoting cooperation in electricity trading with Laos, China, Cambodia, and other countries in the region; Implementing intergovernmental commitments, including the target of increasing electricity purchase capacity from Laos to approximately 8,000MW by 2030, contributes to strengthening regional energy security.

Regarding the Ninh Thuan 1 Nuclear Power Plant Project, in which EVN is the investor, the Deputy Prime Minister stated that the Government has finalized negotiations on the intergovernmental agreement with Russia. The Deputy Prime Minister urged EVN to promptly prepare human resources and strengthen management capacity, and progressively master the technology throughout project implementation, creating a solid foundation for the long-term development of the national nuclear power industry.

Mr. Dang Hoang An, Chairman of the Board of Directors of EVN, stated that in 2025, EVN achieved comprehensive results, ensuring a safe and stable electricity supply for socio-economic development while maintaining a high level of investment and construction activities. The total value of disbursed investment reached the highest level among state-owned corporations and enterprises. Many key power generation and transmission projects have been completed, contributing to enhancing the capacity of the national power system.

EVN's indicators on power supply reliability and access to electricity continue to maintain its position among the top 4 ASEAN countries. EVN strives to reach the top 3 in the region by 2030.

Entering 2026 and the coming period, EVN identifies the task of ensuring national energy security in the context of the country setting a double-digit growth target as extremely challenging. EVN will continue to step up investment in power generation and transmission development, maintaining an average annual investment of around VND 123,000 billion through 2030. At the same time, the Group is expediting key transmission projects to ensure alignment between generation development and grid expansion. Simultaneously, EVN is accelerating the implementation of key transmission projects to ensure synchronization between power sources and the grid.

In the field of international cooperation, EVN is actively implementing grid interconnection projects with Laos, aiming to secure a minimum imported electricity capacity of 8,000MW by 2030 and to explore further expansion when conditions permit, while continuing to implement electricity exchange agreements with other countries in the region.

Mr. Dang Hoang An affirmed that EVN has formulated a five-year development strategy and plan with specific targets and is determined to successfully fulfill the tasks assigned by the Government, ensuring sufficient electricity supply for the country’s socio-economic development in 2026 and the years ahead.
